April 24, 2002, Plan Commission Minutes Page 2 of 3 <br />Mr. Smith Glassman moved that the Plan Commission recommend approval of the final plat. The <br />motion was seconded by Ms. Arbogast and passed by a vote of 4 to 0 with all members voting “aye.” <br />Public Hearing: Northeast Neighborhood Plan <br />Chairperson Glassman stated that commission would have a puiblic hearing concernig the adoption of <br />the Northeast Neighborhood Plan as presented by Staff as an addition and amendment to the <br />Comprehensive Plan. <br />Mr. Walker gave an overview of the plan and asked that it be approved. <br />The Chairperson asked for comments from the members of the Public. Terry White, 6924 Bartmer <br />stated she was opposed to the city taking parking off the street. Richard Docket, 6844 Crest stated <br />that he is President of the Rothgrove Neighborhood Association and that he was in favor of the plan. <br />Angra Boaton, 6905 Bartmer, asked that there be more drug enforcement in the area. Joseph <br />Hopkins, 6832 Etzel, stated that he wa sconcerned with traffic. Sharon Groning, 6909 Bartmer, <br />stated that she was concerned with traffic. Joan McCormick, 6920 Bartmer, stated she is concerned <br />with traffic and drug enforcement. No other members of the public wished to speak and the Public <br />Hearing was closed. <br />Ms. Arbogast moved that the Plan Commission approve and recommend for approval the Northeast <br />Neighborhood Plan. The motion was seconded by Mr. Smith and passed by a vote of 4 to 0 with all <br />members voting “aye.” <br />Hearing: Text Amendments to the Zoning Code <br />Chairperson Glassman stated that Staff have submitted many text amendment to the Zoning Code <br />updating or changing of several sections of the Zoning Code in order to clarify and/or comply with the <br />objectives of the Comprehensive Plan. In addition, several changes clarify the responsibilities of the <br />Plan Commission and Historic Preservation Commission. <br />Mr. Walker gave an overview of the amendments and asked that they approved. The amendments <br />specifically deal with the following sections: <br />I. 34-56.2 - Dimensional Regulations (for accessory structures) 34-30.4 Conditional Uses in the SR <br />District <br />II. 34-106.2(4) - Primary Signs - Freestanding Primary Signs <br />III. 34-106.3(5) - Secondary Signs - Temp. Promotional Displays <br />IV. 34-78 - Historic Preservation - Permit to Demolish <br />V. 34-72.4 - Historic Preservation Commission Powers and Duties <br />VI. 34-61 - Fence Regulations <br />VII. 34-10 - Definitions - Passenger vehicle, private <br />K:\WPOFFICE\WPDATA\m-4-24-2002.plc.wpd <br /> <br />
