The motion was <br />seconded by Mr. Self and passed by a vote of 4 to 0 with all members voting “aye.” <br />Hearing: Subdivision / Condominium, 7749 Delmar <br />Chairperson Arbogast announced that a hearing was scheduled to hear an application from Donna <br />Kessel, 2 Jacklynn Court, St. Louis, MO 63132. The applicant requests that the final plat creating 2 <br />condominiums at 7749 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing resubdivisions. <br />Ms. Kessel appeared on behalf of the applicant, gave an overview of the proposal and asked that it be <br />approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the September 19, 2002 <br />memo. <br />Ms. Borg moved that the Plan Commission recommend approval of the final plat. The motion was <br />seconded by Mr. Self and passed by a vote of 4 to 0 with all members voting “aye.” <br />Discussion of Infill Housing Proposed Regulations <br />Mr. Walker stated that Staff performed a study of height and setback regulations for single family <br />dwellings. Staff proposed the following text amendments to address the issues: <br />(Bolded portions are additions to the existing ordinance) <br />34-30.5 Density and Dimensional Regulations <br />2.Building Setback Requirements: <br />a.Single-Family Detached Dwellings: Except as provided for in Article 5, <br />"Supplementary Regulations," Section 34-55, the following setback <br />requirements shall apply to single-family detached dwellings: <br />or if there is no platted <br />(1)Minimum Front Yard Setback: 25 feet <br />building line (per Section 34-55.3), the prevailing pattern of front <br />yard setbacks in the subdivision, whichever is greater. In <br />determining the prevailing pattern of a subdivision, the front yard <br />setback of at least ten (10) of the closest lots in the subdivision shall <br />be considered or, if there are fewer than ten (10) lots, the prevailing <br />pattern of the lots on the block frontage shall be considered.
