December 11, 2002 Plan Commission Minutes Page 3 of 3 <br />5.Children shall be delivered into and picked up from inside the building by an adult parent or <br />guardian. <br />The motion was seconded by Mr. Myers and passed by a vote of 6 to 0 with all members voting “aye.” <br />Hearing: Subdivision / Condominium, 7037 Amherst <br />Chairperson Arbogast announced that a hearing was scheduled to hear an application from John <br />Cavanaugh, Clayprop Acquisition, LLC, 4579 Laclede, #273, St. Louis, MO 63108. The applicant <br />requests that the final plat be approved creating 2 condominiums at 7037 Amherst. <br />The Chairperson noted the Commission's procedures and criteria for reviewing resubdivisions. <br />Mr. Cavanaugh appeared on behalf of the applicant, gave an overview of the proposal and asked that <br />it be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the December 4, 2002 <br />memo. <br />Mr. Kreishman moved that the Plan Commission recommend approval of the final plat. The motion <br />was seconded by Mr. Self and passed by a vote of 6 to 0 with all members voting “aye.” <br />Discussion of Citizens Review Committee <br />Chairperson Arbogast announced that the Commission would discuss the possibility of creating a <br />citizens review committee. Ralph Bowser, 8050 Teasdale, Nancy Sachar, 8044 Lafon, and Joan <br />Botwinick, 511 Westview spoke on behalf of creating the committee. The Commission discussed the <br />matter and determined that they do not have the power to appoint a citizens review committee. <br />Discussion of North Central Neighborhood Plan <br />Mr. Walker and Ms. Riganti discussed the Staff’s North Central Neighborhood Plan. Ms. Arbogast <br />moved that the public hearing for the plan be held on January 22, 2003. The motion was seconded by <br />Mr. Kreishman and passed by a vote of 6 to 0 with all members voting “aye.” <br />Adjournment <br />Mr. Smith moved for adjournment.
