<br />PLAN COMMISSION <br />Minutes <br />March 26, 2003 <br />The Plan Commission held the regular meeting in the E. O. C. Room located in the basement of City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on March 26, 2003. The meeting commenced <br />at 7:30 p.m. with Chairperson Arbogast presiding. <br />Voting Members PresentVoting Members Absent <br />Deborah Arbogast, ChairpersonJimmie Irons <br />Larry Self, Vice Chairperson <br />Harley Smith <br />Steve Myers <br />Rosalyn Borg <br />John Kreishman <br />Council Liaison Present: <br /> Arthur Sharpe, Jr., Councilperson <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development; Frank Hill, Zoning <br />Administrator <br />Approval of Minutes <br />Chairperson Arbogast stated that the Commission would consider approval of the minutes from the <br />February 26, 2002 meeting. Ms. Borg moved for approval. The motion was seconded by Mr. Self and <br />passed by a vote of 6 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit, Daycare Facility in the “IC” - Industrial Commercial <br />District, 6527 Olive <br />Chairperson Arbogast announced that the public hearing was scheduled to hear an application from <br />Chad and Cedreca Muhammad, 4804 Barbara Drive, St. Louis, MO 63121. The applicant request that <br />they be permitted to open a daycare in the “IC” - Industrial Commercial District at 6527 Olive. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits <br />and amendments to them. The Chairperson specifically stated that the Plan Commission must consider <br />whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At <br />the specific location will contribute to and promote the community welfare or convenience; c) Will not <br />cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive <br />Plan, neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with the <br />standards contained in Article 7 of the University City Zoning Code. <br />K:\WPOFFICE\WPDATA\m-3-26-2003.plc.final.wpd <br /> <br />
