March 26, 2003 Plan Commission Minutes Page 3 of 4 <br />Commercial District to “SR” - Single Family Residential District and that the Zoning Map be amended <br />to reflect that rezoning. <br />The Chairperson noted the Commission's procedures and criteria for reviewing map amendments. <br />Mr. Allman gave an overview of the proposal and asked that it be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the March 11, 2003 <br />memo. <br />Ms. Borg stated she was concerned with the design and layout of the proposed buildings. <br />Mr. Kreishman moved that the Plan Commission recommend approval of the map amendment. The <br />motion was seconded by Mr. Self and passed by a vote of 5 to 0 with Ms. Arbogast, Mr. Self, Mr. <br />Smith, Mr. Kreishman and Mr. Meyers voting “aye” and Ms. Borg abstaining from the vote. <br />Hearing: Text Amendment - Section 34-154 “Damage or Substandard Conditions” <br />Chairperson Arbogast announced that a hearing was scheduled to hear an application from Parkview <br />Place Apartments, LP and Parkview Place Redevelopment Corporation, represented by Donald <br />Stevens and Joseph Cavato, Community Program Development Corporation, 200 N. Broadway, Suite <br />1730, St. Louis, Missouri 63102-4635. The applicant requests that Section 34-154 of the Zoning <br />Code be amended to add certain criteria and restrictions in the “HR” - High Density Residential <br />District. <br />The Chairperson noted the Commission's procedures and criteria for reviewing text amendments. <br />Mr. Stevens gave an overview of the proposal and asked that it be approved. <br />Mr. Hill gave the staff recommendation that the application be approved per the March 21, 2003 <br />memo. <br />Mr. Smith moved that the Plan Commission recommend approval of the text amendment as follows: <br />SECTION 34-154 DAMAGE OR SUBSTANDARD CONDITIONS <br />1.[no change] <br />2.Whenever such structure has been damaged, by any means, to an extent of more <br />than fifty (50) percent of its replacement value (excluding the value of the land, <br />the cost of preparation of land and the value of any foundation adaptable to a <br />conforming use) at the time of damage, as determined by the Zoning <br />Administrator, with the advice of the Building Commissioner, the structure shall <br />K:\WPOFFICE\WPDATA\m-3-26-2003.plc.final.wpd <br /> <br />
