<br />PLAN COMMISSION <br />Minutes <br />July 29, 2003 <br />The Plan Commission held the meeting in the E. O. C. Room located in the basement of City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on July 29, 2003. The meeting commenced at 6:00 p.m. <br />with Chairperson Arbogast presiding. <br />Voting Members PresentVoting Members Absent <br />Deborah Arbogast, ChairpersonJimmie Irons <br />Harley Smith Lynn Ricci <br />Steve Myers <br />Rosalyn Borg <br />John Kreishman <br />Council Liaison Present: <br /> Arthur Sharpe, Jr., Councilperson <br />Staff Present: <br /> Lehman Walker, Director of Planning and Development; Frank Hill, Zoning <br />Administrator <br />Approval of Minutes <br />Chairperson Arbogast stated that the Commission would consider approval of the minutes from the May <br />28, 2002 meeting. Mr. Smith stated that a paragraph concerning 7640 Delmar needed to be deleted on <br />page 1. Ms. Borg moved for approval. The motion was seconded by Ms. Arbogast and passed by a vote <br />of 5 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit, Restaurant, 7640 Delmar <br />Chairperson Arbogast announced that the public hearing was scheduled to hear an application from <br />Chris Sedlack, 13586 N. W. Industrial Drive, St. Louis, MO 63341. The applicant requests that they be <br />permitted to open a restaurant named Jimmie Johns at 6681 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits <br />and amendments to them. The Chairperson specifically stated that the Plan Commission must consider <br />whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At <br />the specific location will contribute to and promote the community welfare or convenience; c) Will not <br />cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive <br />Plan, neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with the <br />standards contained in Article 7 of the University City Zoning Code. <br />Mr. Sedlack gave an overview of the proposal and asked that it be approved. <br />K:\WPOFFICE\WPDATA\m-7-29-2003.plc.wpd <br /> <br />
