PLAN COMMISSION Minutes November 12, 2003 The Plan Commission held the meeting in the E. O. C. Room located in the basement of City Hall, 6801 Delmar Boulevard, University City, Missouri on November 12, 2003. The meeting commenced at 7:30 p.m. with Chairperson Arbogast presiding. Voting Members PresentVoting Members Absent Deborah Arbogast, ChairpersonRosalyn Borg Steve Myers Jimmie Irons John Kreishman Harley Smith Lynn Ricci Council Liaison Present: Arthur Sharpe, Jr., Councilperson Staff Present: Frank Hill, Zoning Administrator Approval of Minutes The Chairperson stated that the Commission would consider approval of the minutes from the October 22, 2003 meeting. Mr. Kreishman moved for approval. The motion was seconded by Ms. Ricci and passed by a vote of 6 to 0 with all members voting “aye.” Public Hearing: Conditional Use Permit, Nursery with Outdoor Storage, 8130 Delmar The Chairperson announced that the public hearing was scheduled to hear an application from Robert Walsh, 833 Oakbrook Lane. The applicant requests that he be permitted to open a nursery with outdoor storage of plant material at 8130 Delmar. The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits and amendments to them. The Chairperson specifically stated that the Plan Commission must consider whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At the specific location will contribute to and promote the community welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and development policies of the City; and e) Will provide off-street parking and loading areas in accordance with the standards contained in Article 7 of the University City Zoning Code. Mr. Walsh gave an overview of the proposal and asked that it be approved. Mr. Hill gave the staff recommendation that the application be approved per the Staff Report.
