Mr. Hill stated that he <br />requested information from the police and they indicated there was not any reports from that address relating <br />to anything Mr. Quartuccio mentioned. <br />Mr. Levine stated they have upgraded the building, fired a former employee and have asked clients to not to <br />test drive the vehicles in the neighborhoods. <br />Ms. Ricci moved to continue. The motion was seconded by Mr. Irons and denied by a vote of 4 to 2 with 4 <br />voting “nay” and 2 voting “aye”. <br />The Plan Commission determined that the evidence presented to the Plan Commission does support the <br />conclusion that the proposed conditional use amendment: a) Complies with all applicable provisions of the <br />University City Zoning Code; b) At the specific location will contribute to and promote the community <br />welfare or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and any other <br />official planning and development policies of the City; and e) Will provide off-street parking and loading <br />areas in accordance with the standards contained in Article 7 of the University City Zoning Code. Ms. <br />Arbogast moved that the Plan Commission recommend approval of the Conditional Use Permit with the <br />following conditions. <br />1.All automotive repair and installation shall take place within a fully enclosed building. <br />2.The owner operator shall insure that noise levels are kept at a minimum (undetectable beyond the <br />property lines) and that testing of alarm and stereo equipment only takes place within a fully enclosed <br />building. <br />3.Outdoor overnight parking shall be limited to six (6) vehicles and shall be located only on striped <br />parking spaces in the area south of the unit at 8314 Olive. Outdoor overnight parking of unlicensed <br />vehicles shall not be permitted. <br />The motion was seconded by Mr. Smith and passed with a vote 4 to 2 with Ms. Arbogast, Mr. Smith, Mr. <br />Meyers and Mr. Kreishman voting “aye” and Ms. Ricci and Mr. Irons voting “nay”. <br /> <br />Other Business <br />Ms. Arbogast stated that Mr. Irons will be leaving the Plan Commission after this month <br />Adjournment <br />Ms. Arbogast moved for adjournment.
