June 23, 2004 Plan Commission Minutes Page 4 of 5 <br />Hearing: Text Amendment, Section 34-34-106.3, Temporary Promotional Displays <br /> <br /> <br />The Chairperson announced that the hearing was scheduled to hear an application from University City <br />concerning a text amendment to Section 34-106.3 of the Zoning Code and Section 2.66.050 of the Municipal <br />Code concenring temporary promotional displays. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing text amendments. <br /> <br />Mr. Hill gave the staff recommendation that the application be approved per the Staff Report. <br /> <br />Ms. Ricci suggested some alternative language for clarification. <br /> <br />bold <br />Ms. Borg moved for approval of the text amendment as follows (additions are and deletions are <br />stricken): <br /> <br />Zoning Code <br />34-106.3 Secondary Signs <br />5. Temporary Promotional Displays: <br />forty (40) <br />Temporary promotional displays shall be permitted for a maximum of ten (10) <br />consecutive calendar days on not more than four (4) separate occasions during a calendar year, with <br />a gross sign area equal to the maximum gross sign area permitted for primary signs for said use, <br />provided the displays are securely mounted to minimize movement due to wind and air currents and <br />A permit shall be <br />a permit is obtained for such temporary promotional display prior to installation. <br />required for each incremental period for up to ten (10) days at a time; provided however no <br />incremental display period shall exceed ten (10) consecutive days per permit (any further time <br />increments will require a separate permit). <br />Such permit shall not be issued unless a permit fee of <br />eleven dollars and 40 cents ($11.40) <br /> ten dollars ($10.00) and a cash bond of fifty dollars ($50.00) is <br />first paid to the City of University City. The bond is refundable only upon meeting all of the <br />conditions of the permit, including the removal of the display in accordance with the removal date <br />stated on the face of the permit. <br /> <br />The motion was seconded by Mr. Marentette and passed by a vote of 6 to 0 wioth all members voting “aye.” <br /> <br />Hearing: Text Amendment, Section 15-16 of the Municipal Code, Flood Plain Management <br /> <br /> <br />The Chairperson announced that the hearing was scheduled to hear an application from University City <br />concerning a text amendment to Section 15-16 of the Municipal Code concerning Flood Plain Management. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing text amendments. <br /> <br />Mr. Hill gave the staff recommendation that the application be approved per the Staff Report and the <br />submitted proposed bill from the City Attorney, John Mulligan. <br /> <br />Ms. Kreishman moved for approval of the text amendment as submitted by the City Attorney in the <br />proposed bill. The motion was seconded by Mr. Ms. Arbogast and passed by a vote of 5 to 0 with Ms. <br />Ricci abstaining from the vote and all other members voting “aye.” <br /> <br />m-06-23-2004.final.plc.doc <br /> <br />
