October 27, 2004 Plan Commission Minutes Page 6 of 9 <br />6. The height and mass shall be restricted to that shown on the final approved site plan review <br />application plans. The additions shall be faced in brick to match the existing structure. <br /> <br />7. Lighting of all exterior areas, including all parking areas, shall comply with the requirements <br />of Section 34.93.7 of the Zoning Code, and shall be designed to be compatible with <br />surrounding areas, shall be shaded to direct light downward and away from abutting uses. <br /> <br />8. Building mechanical and electrical equipment shall be screened per Sections 34-60.3 of the <br />Zoning Code. Said plans shall be finalized prior to the issuance of a building permit. <br /> <br />The motion was seconded by Mr. Marentette and passed by a vote of 5 to 0 with all members voting <br />“aye.” <br /> <br />Hearing: Map Amendment - SR to PD, 7161 Delmar <br /> <br /> <br />The Vice Chairperson announced that a hearing was scheduled concerning an application from Jon <br />Mendelson Realtors represented by KSJ Enterprises, LLC, 8008 Delmar. The applicants wish to <br />amend the zoning map for the property located at 7161 Delmar from “SR”- Single Family Residential <br />District to “PD” - Planned Development District. <br /> <br />The Vice Chairperson noted the Commission's procedures and criteria for map amendment <br />applications. The applicant’s attorney, Steve Palley, One City Centre, Suite 1500, St. Louis, MO <br />63101 represented the applicant and gave an overview of the application and asked that it be <br />approved. <br /> <br />Mr. Hill gave the staff recommendation that the application be approved per the Staff Report. <br /> <br />The Vice Chairperson asked for comments from members of the public. Magdy Garas, 7147 Delmar; <br />Amie Freeman, 7155 Delmar; and Donna Goff-Davis, 7186 Delmar all spoke against the proposal. <br />No other members of the public wished to speak and the hearing was closed. <br /> <br />Since the application was changed from rezoning to “LC” - Limited Commercial to “PD” - Planned <br />Development, the Commission decided to postpone the vote until the November 10, 2004 meeting. <br /> <br /> <br />Public Hearing: Conditional Use Permit and Map Amendment SR and LC to PD, 10 Unit <br />apartment building, 965 Midland and 7201 Balson <br /> <br /> <br />The Vice Chairperson announced that the public hearing was scheduled to hear an application from A. <br />L. Amos and Associates c/o Ned Amos, 1204 Washington, Ste. 420, St. Louis, MO 63103. The <br />applicant requests that they be permitted to construct a 10 unit apartment building at 965 Midland and <br />7201 Balson. <br /> <br />The Vice Chairperson noted the Commission's procedures and criteria for reviewing map amendments <br />and conditional use permits and amendments to them.
