Flags with design elements including primary sign information, <br />insignias, emblems and logos commonly used by and associated <br />with the business or organization when displayed on commercially <br />zoned property. Copy (beyond insignias, emblems, ad logos) on said <br />flags shall be limited to that permitted under Section 34-102 <br />definitions for Identification Signs. <br /> 2. Limitations: <br />i. This section applies only to occupants of a building with an <br />approved occupancy permit, and further only to those that occupy <br />the ground floor of the building with street frontage. <br />ii. No off premises advertising shall be permitted as a flag under <br />this section. <br /> <br />c. Dimensions: Shape must be rectangular and size must not exceed a height of <br />three (3) feet and a width of five (5) feet. <br /> <br />d. Display: <br />1. Means: Each flag must be individually hung from a wood, fiberglass or <br />metal pole which is securely affixed to a building at no less than a 45 <br />degree angle from the vertical plane. <br />2. Location: Flag must be on the portion of the building occupied by the <br />resident/applicant and in no case shall be displayed above ground floor <br />level. <br />3. The resident or displaying commercial business shall be limited to five <br />(5) such flags on their portion of the building. <br /> <br />The motion was seconded by Ms. Ricci and passed by a vote of 6 to 0. <br /> <br />Public Hearing: Conditional Use Permit, Restaurant, 6602 Delmar <br /> <br /> <br />The Chairperson announced that the public hearing was scheduled to hear an application from <br />Cassandre and Julian Stevenson, Capanama, LLC d/b/a Pizza Haus, 512 Vernal Hill Ct., Ballwin, MO <br />63021. The applicant requests that they be permitted to operate a pizza restaurant on the ground floor <br />along Delmar in the “CC” - Core Commercial District at 6602 Delmar. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission must <br />consider whether the use: a) Complies with all applicable provisions of the University City Zoning <br />Code; b) At the specific location will contribute to and promote the community welfare or <br />convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is consistent <br />with the Comprehensive Plan, neighborhood development plan (if applicable), and any other official <br />planning and development policies of the City; and e) Will provide off-street parking and loading <br />areas in accordance with the standards contained in Article 7 of the University City Zoning Code. <br /> <br />m-1-26-2005 plc final.doc <br /> <br />
