The exhaust system shall be maintained in a <br />clean condition by regularly scheduled cleaning of the system. <br /> <br />5. The hours of operation shall be limited to those between the hours of 6:00 a.m. and 12:00 <br />midnight of the same day. Any changes beyond the limits of these restrictions shall be <br />considered by City Council and only approved by motion after a request in writing by the <br />applicant. <br /> <br />6. Seating shall be limited to the layout included in this application for conditional use. Any <br />change in seating layout shall be approved by City Council prior to initiation of such changes. <br />Addition of outdoor seating shall be as approved by the Zoning Administrator. Prior to setting <br />out tables the applicant must submit a site plan showing the location of the tables to the Zoning <br />Administrator and to be approved by the City Manager. <br /> <br /> <br />7.A detailed construction traffic control and parking plan should be submitted to the Director of <br />Planning and Director of Public Works for approval. Said plan shall set forth details <br />pertaining to worker and resident parking during all phases of the proposed construction. It <br />shall further detail solutions to public property maintenance issues such as street cleaning and <br />traffic diversion. No construction workers shall park on the public streets during the <br />construction period. Said plan shall be approved prior to the issuance of a building permit. <br /> <br />The motion was seconded by Mr. Smith and passed by a vote of 5 to 0 and 1 abstention with Ms. <br />Arbogast, Mr. Myers, Mr. Smith, Mr. Marentette and Ms. Ricci voting “aye” and Ms. Borg abstaining. <br /> <br />Hearing: Resubdivision / Condominium, 8042, 8100 and 8104 Delmar <br /> <br /> <br />The Chairperson announced that a hearing was scheduled concerning an application from Annette <br />Kaestner for final plat approval to subdivide the four-family dwelling at 8042 Delmar into four <br />condominium units; the four-family dwelling at 8100 Delmar into four condominium units and the <br />two-family dwelling at 8104 Delmar into two condominium units. <br /> <br />The Chairperson noted the Commission's procedures and criteria for reviewing resubdivision <br />applications. Anthony Wurm, 10811 Big Bend, St. Louis, MO 63122 represented the applicants and <br />gave an overview of the application and asked that it be approved. Mr. Hill gave the staff <br />recommendation that the application be approved per the Staff Report. He noted that this application <br />had previously been approved under one plat and the applicants are resubmitting it under separate <br />plats for each building. Chairperson asked for comments from members of the public. No members <br />of the public wished to speak and the hearing was closed. <br />Ms. Borg moved that the Plan Commission recommend approval of the resubdivision / condominium <br />for 8042 Delmar. The motion was seconded by Mr. Smith and passed by a vote of 6 to 0 with all <br />members voting “aye.” <br /> <br />Mr. Myers moved that the Plan Commission recommend approval of the resubdivision / condominium <br />for 8100 Delmar.
