February 23, 2005 Plan Commission Minutes Page 4 of 5 <br />set forth in the General Commercial District (conditional uses will require a conditional <br />use permit as set forth in Article 11 of the Zoning Code)” and “Dwellings, garden <br />apartment” are designated as the permitted and conditional uses. The proposed <br />structure shall be developed with the following conditions: <br />1.The building and property shall be developed, constructed and maintained in compliance with <br />the plans submitted with the approved application. The height and mass shall be restricted to <br />that shown on the application plans. <br />2.A detailed landscaping plan shall be submitted to the Director of Planning for approval, in <br />conjunction with a review by the City Forester. Landscaping shall be installed and maintained <br />in accordance with the approved plan. The applicants shall agree to participate in the Olive <br />Street Enhancement program and a specific plan detailing that involvement shall be approved by <br />the Director of Public Works and said approved plan shall be submitted with the final <br />development plan application. Said landscaping plan shall be finalized prior to the first <br />residential or commercial occupancy permit being approved for the addition. <br />3.Lighting of all exterior areas shall comply with the requirements of Section 34-93.7 of the <br />Zoning Code, and shall be designed to be compatible with surrounding areas by shading to <br />direct light downward and away from abutting uses. <br />4.Drainage and grading arrangements shall be approved by MSD and the City Public Works <br />Department. Said approvals shall be granted prior to the issuance of the building permit and it <br />shall be incumbent upon the applicant to secure said approvals prior to applying for said <br />building permit. <br />5.A detailed construction traffic control and parking plan should be submitted to the Director of <br />Planning for approval. Said plan shall set forth details pertaining to worker and resident <br />parking during all phases of the proposed construction. It shall further detail solutions to public <br />property maintenance issues such as street cleaning and traffic diversion. Said plan shall be <br />finalized prior to the issuance of a building permit. <br />6.Approval of this application is contingent upon the approval of the proposed text amendments <br />to Section 34-40 of the University City Zoning Code that will allow mixed use developments in <br />the “PD” - Planned Development District. <br />7.An increase in site coverage shall be permitted per Section 34-40.7(4)(b) of the Zoning Code. <br />8.Parking requirements shall be reduced from 180 to 170 spaces. <br />9.In order to insure parking requirements are to be met with the above stated reduction, the <br />building located at 8081 Olive shall not be used for restaurant purposes. <br />10.A decorative fence or wall shall be established along the east property line, subject to the <br />approval of the City, in order to discourage patrons of the development from parking at the <br />property to the east. <br />11.11.If the egress onto Hafner is to remain in the final development plans, a traffic study shall be <br />performed to demonstrate that the increased traffic from the development will not be <br />detrimental to the existing traffic circulation in the area.
