May 25, 2005 Plan Commission Minutes Page 3 of 6 <br />provisions of the University City Zoning Code; b) At the specific location will contribute to and <br />promote the community welfare or convenience; c) Will not cause substantial injury to the value of <br />neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood development plan <br />(if applicable), and any other official planning and development policies of the City; and e) Will provide <br />off-street parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. Mr. Smith moved that the Plan Commission recommend approval of the <br />Conditional Use Permit with the following condition: <br />1.A final detailed landscaping plan shall be submitted to the Director of Planning and <br />Development for approval, in conjunction with a review by the City Forester. The landscape <br />plan shall meet the requirements of Section 34-92.6 of the Zoning Code. Landscaping shall be <br />installed and maintained in accordance with the approved plan. Said landscaping plan shall be <br />finalized prior to construction of the parking lot and shall be installed prior to use of the parking <br />lot. It shall be the applicant’s responsibility to obtain those approvals in written form in a timely <br />manner prior to construction. <br />The motion was seconded by Ms. Ricci and passed by a vote of 6 to 0 with all members voting “aye.” <br />Public Hearing: Conditional Use Permit, Auto Parts Store with increased site coverage, 6901 <br />Olive <br />The Chairperson announced that the public hearing was scheduled to hear an application from Larry <br />Quinn dba Advanced Auto Parts, 2937 Old Rochester Rd., Suite 1, Springfield, IL 62703 represented <br />by Steven Kuper. The applicant requests that they be permitted to construct a 6881 square foot one- <br />story retail building with increased site coverage at 6901 Olive. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits <br />and amendments to them. The Chairperson specifically stated that the Plan Commission must consider <br />whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At <br />the specific location will contribute to and promote the community welfare or convenience; c) Will not <br />cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive <br />Plan, neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with the <br />standards contained in Article 7 of the University City Zoning Code. <br />The applicant gave an overview of the proposal and asked that it be approved. Mr. Hill gave the staff <br />recommendation that the application be approved per the Staff Report. <br />The Chairperson asked for comments from the members of the Public. Richard Dockett, 6844 Crest <br />stated that he represents the Roth Grove Neighborhood Association located to the north of the subject <br />property. He asked that the application be approved.
