<br /> <br />PLAN COMMISSION <br />Minutes <br />July 12, 2005 <br /> <br /> <br />The Plan Commission held a special meeting in the Fifth Floor Council Chambers located at City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on July 12, 2005. The meeting commenced <br />at 6:40 p.m. with Chairperson Arbogast presiding. <br /> <br /> <br />Voting Members PresentVoting Members Absent <br /> <br />Deborah Arbogast, Chairperson Steve Myers, Vice Chairperson <br />Charles Marentette Rosalyn Borg <br />John Kreishman Harley Smith <br />Lynn Ricci <br /> <br />Council Liaison Present: <br /> Robert Wagner, Councilperson <br /> <br />Staff Present <br />: Lehman Walker, Director of Planning and Development and Andrea Riganti, Manager <br />of Planning Services <br /> <br />Draft Comprehensive Plan Update of 2005 <br /> <br />The Chairperson announced that the purpose of the meeting was to discuss a draft of the <br />Comprehensive Plan Update of 2005. <br /> <br />Mr. Walker provided some background on the planning process. At this evening’s meeting, staff is <br />seeking approval of the draft plan with a few changes. The first substantive change is the addition of <br />a list of preferred uses. The list was developed at the request of City Council and City Administration <br />and outlines preferred land uses for the 23 redevelopment areas identified in the Plan. <br /> <br />A second item for Plan Commission consideration is a July 12, 2005 memorandum from City <br />Manager Frank Ollendorff to Plan Commission members. In the memorandum, Mr. Ollendorff states <br />that City Council is requesting the consideration of several recommendations by the Advisory Board <br />for Economic Progress (ABEP) for inclusion in the Comprehensive Plan. This request includes the <br />following (the numbers correspond to the ABEP report): <br />A. 1. Provide the resources necessary for economic development (specifics left for future <br /> discussion). <br /> 4. Provide technical assistance to business associations and businesses. <br />B. 2. Combine smaller sites into larger development sites. <br /> 9. Establish Tax Increment Financing District. <br /> 10. Pro-actively acquire property for redevelopment. <br />C. 2. d. Delcrest Circle – add “mixed Use.” <br /> 3. b. change “quality” to “diversity” of restaurants. <br /> <br /> <br />
