Acquire parcels in municipalities to the North. <br /> 5. Citizens committee to move process forward. <br /> <br />Staff is recommending the inclusion of Items A-C, many of which already appear in the Plan. Staff is <br />not recommending the inclusion of Item D. <br /> <br />A third item for Plan Commission consideration is a July 12, 2005 memorandum from City Manager <br />Frank Ollendorff. This memorandum indicates that Councilmembers Bob Wagner and Stefany Brot <br />would like the following additions to the Plan: a recommendation to create a residential infill review <br />board and language to the Residential Areas element policy that states “New residential infill <br />construction should be harmonious with the existing neighborhood.” Staff is recommending to study <br />the feasibility of creating an infill review board and the proposed text additions to the Residential <br />Areas element be added to the Plan. <br /> <br />With those changes, as well as some editorial changes, staff is looking for direction from Plan <br />Commission regarding action on the Comprehensive Plan Update of 2005. <br /> <br />Ms. Ricci questioned whether the preferred uses were listed in order of importance. Mr. Walker <br />replied no. <br /> <br />Mr. Kreishman wanted to strongly recommend that the infill review board concept be studied before <br />such a board is created. Ms. Arbogast agreed. <br /> <br />Ms. Ricci requested that stronger language with respect to exploring long-range planning efforts with <br />adjacent communities be included in the Plan. <br /> <br />Councilmember Wagner requested clarification on redevelopment area 23, the Big Bend and Forest <br />Park Parkway intersection. Mr. Kreishman indicated that the redevelopment area only includes the <br />Williams Pharmacy property, which is currently zoned commercial. It does not include the <br />surrounding residential area. Ms. Arbogast added that the Plan Commission will not be adopting the <br />ABEP language that targets the surrounding residential area for redevelopment. <br /> <br />The Chairperson asked for comments from the public. Mr. Richard Dockett, 6844 Crest Avenue <br />stated that he was supportive of the planning efforts, especially those that concern the northeast area <br />of the City. He also added that he would like to ensure that social and economic integration occurs in <br />University City and that the shift in demographics is adequately represented in plans and projects. <br /> <br />Mr. Trevor Slom 6906 Pershing stated that as a resident of Ames Place, he was not supportive of any <br />plans that call for the elimination of residential areas surrounding the Big Bend MetroLink station. <br />He read a recommendation from the ABEP concerning the Big Bend area and reiterated that he was <br />not in agreement with and was offended by this strategy. He stated that the many residents of the <br />surrounding residential area in attendance tonight also did not support this recommendation. He <br />requested clarification from the Plan Commission on how the Comprehensive Plan Update of 2005 <br />addresses the area and how the Plan can influence redevelopment. <br />PH-2.doc <br /> <br />
