<br />PLAN COMMISSION <br />Minutes <br />August 24, 2005 <br />The Plan Commission held their regular meeting in the Fifth Floor Council Chambers located in City <br />Hall, 6801 Delmar Boulevard, University City, Missouri on August 24, 2005. Hill, Zoning <br />Administrator <br />Approval of Minutes <br />The Chairperson stated that approval of the minutes from the July 27, 2005 meeting will be postponed <br />until the September meeting. <br />Public Hearing: Conditional Use Permit Restaurant, 6277 Delmar <br />The Chairperson announced that the public hearing was scheduled to hear an application from The Dog <br />House Management Group c/o Willie Manuel, 6277 Delmar, University City, MO 63130. The <br />applicant requests that they be permitted to operate a restaurant at 6277 Delmar. <br />The Chairperson noted the Commission's procedures and criteria for reviewing conditional use permits <br />and amendments to them. The Chairperson specifically stated that the Plan Commission must consider <br />whether the use: a) Complies with all applicable provisions of the University City Zoning Code; b) At <br />the specific location will contribute to and promote the community welfare or convenience; c) Will not <br />cause substantial injury to the value of neighboring property; d) Is consistent with the Comprehensive <br />Plan, neighborhood development plan (if applicable), and any other official planning and development <br />policies of the City; and e) Will provide off-street parking and loading areas in accordance with the <br />standards contained in Article 7 of the University City Zoning Code. <br />The applicant was represented by Andre Coffer, 4754 Anderson, St. Louis, MO 63115. Mr. Coffer <br />gave an overview of the proposal and asked that it be approved.
