September 28, 2005 Plan Commission Minutes Page 4 of 5 <br />6.A detailed construction traffic control and parking plan should be submitted to the Director of <br />Planning and Development and the Director of Public Works for approval. Said plan shall set <br />forth details pertaining to worker parking during all phases of the proposed construction. It <br />shall further detail solutions to public property maintenance issues such as street cleaning and <br />traffic diversion. Said plan shall be finalized prior to the issuance of a building permit. It shall <br />be the applicant’s responsibility to obtain those approvals in written form in a timely manner <br />prior to issuance of the building permit. <br />7.Building, mechanical and electrical equipment should be screened per Sections 34-60.3 of the <br />Zoning Code. <br />8.Ingress and egress curb-cuts shall be as approved by the City Public Works Department and the <br />State and/or County Highway Departments (whichever is pertinent) prior to issuance of the <br />building permit. It shall be the applicant’s responsibility to obtain those approvals in written <br />form in a timely manner prior to issuance of the building permit. <br />9.The applicant shall install at their cost: street lighting, sidewalks and tree grates per the <br />specifications set forth by the Public Works Department in the Olive Street Enhancement <br />Program. The applicant shall submit a plan detailing that portion of the project which shall be <br />reviewed and approved by the Director of Public Works prior to issuance of a building permit <br />for the project. The applicant shall also obtain the required approval from any State and/or <br />County agencies (whichever is pertinent) which will be required to locate the Olive Street <br />Enhancement improvements in the portion of the right-of-way. It shall be the applicant’s <br />responsibility to obtain those approvals in written form in a timely manner prior to issuance of <br />the building permit. <br />10.Hours of Operation shall be between the hours of 10am - 1am the next morning Sunday <br />through Thursday and between 10am and 3am the next morning Friday and Saturday. <br />11.An exhaust system shall be installed and/or other means shall be taken to prevent any food <br />preparation odors or cooking odors from being perceptible beyond the lot lines of the property <br />on which the restaurant is located. <br />The motion was seconded by Mr. Marentette and passed by a vote of 5 to 0, with all members voting <br />“aye.” <br />Text Amendment, Section 34-39.4(12) - Lot Size for Private Schools as Conditional Use in the <br />“PA” District <br />The Chairperson announced that a hearing was scheduled to hear an application from Washington <br />University c/o Thomas Blackwell, Attorney, Campus Box 1058, One Brookings Drive, St. Louis, MO <br />63130-4899 for a text amendment to Section 34-39.4(12) concerning the lot size for private schools as <br />a conditional use in the “PA” - Public Activity District.
