October 19, 2005 Plan Commission Minutes Page 11 of 16 <br />recommended by the Plan Commission and approved by the City Council under the <br />proposed conditional use permit. <br /> <br /> c. Telecommunications antennas attached to a building or disguised telecommunications <br />antenna support structure shall be of a color identical to or closely compatible with the <br />surface to which they are mounted. <br /> <br /> d. Structural Integrity. The applicant shall provide sufficient information in the <br />conditional use permit application to show that the tower or disguised support structure <br />has sufficient structural strength to support itself and the proposed equipment. Such <br />towers or support structures shall also be designed to collapse upon themselves during a <br />failure so as to prevent endangering surrounding uses and property. <br /> <br /> <br /> 4. Site Requirements. <br /> <br /> <br /> a. All towers shall be surrounded by a landscape strip of not less than ten feet in width <br />and planted with materials which will provide a visual barrier to a minimum height of six <br />feet. Said landscape strip shall be exterior to any security fencing. In lieu of the required <br />landscape strip, a minimum six foot high decorative fence or wall may be approved by the <br />zoning administrator upon demonstration by the applicant that an equivalent degree of <br />visual screening is achieved. <br /> <br /> b. Ground anchors of all guyed towers shall be located on the same parcel as the tower <br />and meet the setbacks of the applicable zoning district, except that the ground anchors <br />shall be set back at least fifty (50) feet from adjacent residentially zoned property. <br /> <br /> c. Vehicle or outdoor storage on any tower site is prohibited. <br /> <br /> d. On-site parking for periodic maintenance and service shall be provided at all <br />telecommunications antenna or tower locations. <br /> <br /> e. Signage. The outer perimeter of the equipment building site shall be posted with <br />Non-Ionizing Electro-magnetic Radiation (NIER) hazard warning signage as required by <br />the FCC that also identifies the facility operator and an emergency contact. Such signs <br />shall be posted on the outside of the entry gate. The emergency contact shall be someone <br />available on a 24-hour a day basis who is authorized by the operator to act on behalf of <br />the operator regarding an emergency situation. <br /> <br /> <br />5. Shared Use. <br /> <br /> <br /> a. Prior to the issuance of any conditional use permit to alter or modify any tower <br />existing on the effective date of this Section, the owner shall provide to the city a written <br />K:\WPOFFICE\WPDATA\m-10-19-2005.plc.final.wpd <br /> <br />
