The willful and knowing <br />failure of a tower owner to agree to shared use or to negotiate in good faith with potential <br />users shall be cause for the revocation of all current telecommunication permits. <br /> <br /> b. Prior to the issuance of any permit to install, build or modify any tower, the tower <br />owner shall furnish the zoning administrator an inventory of all towers in or within one <br />half- mile of the city limits of University City and agree to the shared use of the proposed <br />facilities subject to such technical limitations and financial terms as are reasonable. The <br />inventory shall include the tower’s reference name or number, the street location, latitude <br />and longitude, structure type, height, type and mounting height of existing <br />telecommunications antennas and an assessment of available ground space for the <br />placement of additional equipment shelters. <br /> <br /> c. Any new tower at a height of one hundred (100) feet or higher shall be designed and <br />constructed to accommodate at least one additional user. The willful and knowing failure <br />of the owner of a tower built for shared use to negotiate in good faith with potential users <br />shall be cause for the withholding of future permits to the same owner to install, build or <br />modify telecommunications antennas or towers within the Ccity. <br /> <br /> <br /> <br />6. General Policies for Site Selection <br /> . <br /> <br /> Community and neighborhood visual concerns shall be considered paramount in the <br />consideration of and selection of sites. These concerns should be evaluated by a <br />consideration of all the policies set forth in this section which shall include but are not <br />limited to the following: <br /> <br /> a. Within any zoning district, sites should be located in the following order of <br />preference: <br /> <br /> (1) On existing structures such as buildings, communication towers, water <br />towers, and smokestacks, etc. <br /> <br /> (2) In locations where the existing topography, vegetation, buildings, or <br />other structures provided the greatest amount of screening. <br /> <br />(3) Sites should be located on bare ground without visual mitigation only in <br />commercial and industrial zone districts.
