<br />October 26, 2005 Plan Commission Minutes <br /> <br />Page 3 of3 <br /> <br />Councilperson Stephanie Brot gave an overview of the proposal which was drafted by her. Ms. Ricci <br />stated that the burden should be on the candidate rather than the City Clerk to inform themselves of the <br />ordinance. The candidate should pick up the sign ordinance and sign for it. She further stated that <br />Section e( 4) should be deleted from the enforcement section, which states, "(4) Private Property. In no <br />event shall any University City employee remove a political sign located on privately owned property. <br />The property owner and candidate, or sponsoring organization, must receive written notice of the <br />alleged violation and be given five (5) business days from the date of receipt to remove the sign or <br />remedy the defect. Said notice must be sent to the property owner by certified mail, return receipt <br />requested, and shall include a copy of this ordinance." Mr. Smith and Mr. Kreishman stated that <br />people should be able to do what they want on private property and only public property should be <br />regulated. <br /> <br />Vote on the proposal was tabled until Ms. Brot could submit revisions of the ordinance. <br /> <br />Text Amendment: Municipal Code Section 2.57 Residential Infill Review Board <br /> <br />The Vice Chairperson announced that the hearing was scheduled to hear an application from the City <br />for an amendment to Municipal Code Section 2.57 concerning the establishment of the Residential Infill <br />Review Board. The Vice Chairperson noted the Commission's procedures and criteria for reviewing <br />text amendments. <br /> <br />Councilperson Stephanie Brot gave an overview of the proposal. Ms. Ricci supported the concept <br />although it needed some changes. She stated that the language was not advisory in nature. Mr. <br />Kreishman spoke against the proposal stating that it was regressive. <br /> <br />Vote on the proposal was tabled until Ms. Brot could submit revisions of the ordinance. <br /> <br />Other Business <br /> <br />No other business was discussed. <br /> <br />Adjournment <br /> <br />Mr. Smith moved for adjournment.
