<br />November 9, 2005 Plan Commission Minutes <br /> <br />Page 3 of4 <br /> <br />Text Amendment: Zoning Code Section 34-104.2 Political Signs <br /> <br />The Vice Chairperson announced that the hearing was scheduled to hear an application from the City <br />for an amendment to Zoning Code Section 34-104.2 concerning political signs. The Vice Chairperson <br />noted the Commission's procedures and criteria for reviewing text amendments. <br /> <br />Councilperson Stephanie Brot gave an overview of the proposal which was drafted by her and asked <br />that it be approved. <br /> <br />Mr. Myers moved that the proposed text amendment be approved as follows: <br /> <br />(additions to the existing ordinance are bolded and deletions are stricken): <br /> <br />34-104.2 Permitted signs. <br />Except as otherwise limited in this section, the following types of signs are permitted, <br />without a sign permit, in all of the zoning districts of University City: <br /> <br />5. Temporary non-illuminated signs in connection with political campaigns, other civic <br />noncommercial campaigns, or other noncommercial messages subject to the conditions <br />stated in this subsection below: <br /> <br />a. Number. The number of signs, described in subsection paragraph 5 of this section, <br />shall be limited to one sign per candidate, civic campaign issue, or other noncommercial <br />message for each street frontage. <br /> <br />b. Height. In the "SR" single-family residential and "LR" limited residential districts, the <br />signs described in subsection paragraph 5 of this section shall be limited to ground- <br />mounted signs and shall not exceed a height of four feet. In all other districts; wall- <br />mounted signs may not exceed a maximum height of twenty (20) feet and ground- <br />mounted signs may not exceed a height of three feet from the bottom of the sign to <br />ground level. <br /> <br />c. Area. The gross area of the signs, described in subsection paragraph 5 of this <br />section, shall not exceed five ten square feet in area per sign for each ten thousand <br />(10,000) feet oflot area, provided any sign exceeding twenty (20) square feet in such <br />area shall be set back a minimum of twenty-five (25) feet from all street right-of-way <br />lines. <br /> <br />d. Sign Display Time Limitations. In the case of signs associated with political and other <br />noncommercial civic campaigns and elections, such signs may be displayed thirty (JO) <br />ninety (90) days prior to and seven days after the campaign election for which <br />intended. In cases where a final election follows within one hundred (100) days ofa <br />primary election, those candidates who won in the primary election may continue to <br />display their signs during the interim period and up to seven days after the final election. <br /> <br />K:\WPOFFICE\WPDATA\m-ll-09-2005.plc.final.wpd <br />
