<br />January 25, 2006 Plan Commission Minutes <br /> <br />Page 11 of 13 <br /> <br />ATTACHMENT 2 <br /> <br />CITY OF UNIVERSITY CITY COMPREHENSIVE PLAN UPDATE OF 2005 <br />January, 2006 <br /> <br />Discussion: The goal of the January meeting is to review the 58 revisions to the Plan <br />proposed by City Council. <br /> <br />Staff recommends inclusion of all of the revisions, with the exception of 14 items. <br />Following are Council comments and staff responses. Numbers correspond with the <br />City Council document: <br /> <br />1. Add a preface as in 1999. <br />A preface is not necessary as this information is provided in <br />Chapter 1. Information about updating the plan is included in Chapter 4. <br />9. p. 20, insert as the third "check box": Implement a residentiallnfill <br />Review Board consisting of appointed citizens and some Plan Commission <br />members. <br />The Infill Review Board concept is being considered at the <br />January Plan Commission meeting. Staff purports that strategy H-1 <br />adequately addresses the infill issue. <br />H-1: Adopt and implement standards for residential infill <br />proiects in the City <br />? Protect existing stabilized residential areas from the <br />encroachment of incompatible housing units. A number of <br />communities nationwide are developing and using design <br />guidelines for infill construction. The City of University City is <br />generally supportive of infill construction, but would like to <br />ensure the compatibility of new residential development within <br />the existing residential area. A comprehensive set of urban <br />design guidelines can allow flexible choice while preserving <br />the qualities that are important to City residents, and that are <br />difficult to quantify by zoning standards. For example, design <br />guidelines could permit buildings of differing size, height, bulk, <br />mass and scale to other structures in the area, but similar <br />building materials or architecture. Design guidelines should be <br />established for the following purposes: 1) to define the City's <br />expectation for new development 2) to ensure that new <br />development complements, rather than disrupts existing <br />
