<br />April 26, 2006 Plan Commission Minutes <br /> <br />Page 20f3 <br /> <br />The Chairperson Pro Tern announced that a hearing was scheduled concerning an application from G & <br />M Properties, Inc. c/o Maria Livits, 14221 Reel Foot Lake Dr., Chesterfield, MO 63017 for final plat <br />approval creating 3 condominiums units. <br /> <br />The Chairperson Pro Tern noted the Commission's procedures and criteria for reviewing subdivision <br />plats. Mr. Hill gave the staff recommendation that the application be approved per the Staff Report. The <br />Chairperson Pro Tern asked for comments from the members of the public. No members of the public <br />wished to speak. <br /> <br />Mr. Kreishman moved that the Plan Commission recommend approval of the final plat. The motion was <br />seconded by Mr. Marentette and passed by a vote of 5 to 0 with all members voting "aye." <br /> <br />Hearing: Resubdivision - Condominium, 7354 Dartmouth <br /> <br />The Chairperson Pro Tern announced that a hearing was scheduled concerning an application from D & <br />E Investments, LLC represented by Bruce Thomas, Topos Surveying and Engineering Corp., 790 St. <br />Francois St., Florissant, MO 63031 for final plat approval creating 2 condominiums units. The applicant <br />was represented at the meeting by Elizabeth Nolan, 18 Blaytonn Lane, St. Louis, MO 63124. <br /> <br />The Chairperson Pro Tern noted the Commission's procedures and criteria for reviewing subdivision <br />plats. Mr. Hill gave the staff recommendation that the application be approved per the Staff Report. The <br />Chairperson Pro Tern asked for comments from the members of the public. No members of the public <br />wished to speak. <br /> <br />Ms. Borg moved that the Plan Commission recommend approval of the final plat. The motion was <br />seconded by Ms. Ricci and passed by a vote of 5 to 0 with all members voting "aye." <br /> <br />Public Hearing: Conditional Use Permit Amendment, Restaurant in CC District, 6329 Delmar <br /> <br />The Chairperson Pro Tern announced that the public hearing was scheduled to hear an application from <br />Keith Kitsis of Crazy Bowls & Wraps, 286 East Avenue, St. Louis, MO 63119. The applicant requests <br />that they be permitted to operate a restaurant within the "CC" District along Delmar on the first floor at <br />6329 Delmar. <br /> <br />The Chairperson Pro Tern noted the Commission's procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson Pro Tern specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City Zoning <br />Code; b) At the specific location will contribute to and promote the community welfare or convenience; <br />c) Will not cause substantial injury to the value of neighboring property; d) Is consistent with the <br />Comprehensive Plan, neighborhood development plan (if applicable), and any other official planning and <br />development policies of the City; and e) Will provide off-street parking and loading areas in accordance <br />with the standards contained in Article 7 of the University City Zoning Code. <br /> <br />Q:\ WPOFFICE\ WPDA TA \m-04-26-2006. pIc. final. wpd <br />
