<br />June 28, 2006 Plan Commission Minutes <br /> <br />Page 2 of 13 <br /> <br />Ms. Borg moved that the Plan Commission recommend approval of the final plat. The motion <br />was seconded by Mr. Kreishman and passed by a vote of 4 to 0 with all members voting "aye" <br />(except Mr. Miller was not present for this agenda item). <br /> <br />Discussion of Future Gatesworth Expansion at 1, 2 and 3 McKnight Place <br /> <br />Charles Deutsch, 1 McKnight Place gave an overview of future plans for expansion of the <br />Gatesworth Development and in particular its effect on West Kingsbury and Barby Lane. Mr. <br />Deutsch distributed two map overlays concerning the matter. Mr. Deutsch stated that he would <br />submit formal plans in September or October. The Chairperson asked for comments from the <br />members of the public. Lily Gray, 8694 West Kingsbury; Debbie Dunn, 8686 Barby; Stefany <br />Brot, Councilmember, 8145 Cornell Court; Tom Malon, 8677 Barby; Peter Winston, 8687 Barby <br />and Robert Kuhlman 8670 West Kingsbury spoke on the matter. No other members of the public <br />wished to speak. Ms. Ricci encouraged Mr. Deutsch and the neighbors to keep sharing <br />information. <br /> <br />Text Amendment, Tree and Shrub Ordinance - Chapter 12.08 Trees and Shrubs <br /> <br />The Chairperson announced that the discussion of the proposed Tree and Shrub Ordinance would <br />continue. Nancy MacCartney, Director of Parks, Recreation and Forestry and James Crowe, <br />Forestry Supervisor gave an overview of recent changes to the text. Mr. Miller asked that <br />Section 12.08.025 concerning jurisdiction include private property for emergency situations and <br />Forest Activity Permits. He also stated that a comma be added after the words "Chief of Police" <br />in Section 12.08.040 (C). Ms. Borg moved for passage of the text amendment as follows: <br /> <br />Section 12.08.010 Purpose and intent. <br /> <br />The citizens and elected officials of the City are concerned that its use and redevelopment <br />is putting the City's tree population in jeopardy. Aging, disease, environmental, larger homes, <br />new road construction and many other changes in the City often result in the loss of trees and <br />vegetation, thereby changing the character and ambiance of the City. The planting, maintenance <br />and preservation of trees and vegetation in the course of land disturbance has been determined to <br />be a significant issue for the public health and welfare, and the City's physical and aesthetic <br />environment. <br /> <br />The planting, maintenance and preservation of trees and vegetation will have substantial <br />positive effects on storm water management, air quality, quality of water from non-point sources, <br />erosion, flood control, wildlife habitat, noise pollution, energy conservation, and property values. <br />It will provide for positive aesthetic benefits consistent with the established character of the City. <br /> <br />The planting, maintenance and preservation of trees and vegetation help moderate the <br /> <br />Q:\ WPOFFICE\ WPDA TA \m-06-28-2006. pIc. final. wpd <br />
