September 27, 2006 Plan Commission Minutes Page 7 of 9 <br />Mr. Walker gave an overview of the proposal and asked that it be approved. The Chairperson asked <br />for comments from the members of the public. No members of the public wished to speak. <br />Mr. Byrne moved that the following text amendment to the Zoning Code be approved (additions are <br />bolded <br />): <br />34-77.2 Referral to historic preservation commission. <br />1. Zoning Administrator Review. In examining an application for a building permit to <br />which Section 34-77.1 applies, the zoning administrator shall determine if the <br />enlargement, alteration, repair and/or construction is deemed to require commission <br />review in the regulations and standards contained in the ordinance creating the specific <br />historic landmark or historic district. The zoning administrator may, when the <br />ordinance does not require referral, immediately approve issuance of a building permit <br />but shall thereupon notify the commission of such action. With regard to all other <br />applications for a building permit, the zoning administrator shall forward a copy of the <br />application to the historic preservation commission for interpretation, advice and <br />recommendations. All applications for building permits pertaining to publicly owned <br />historic landmark structures or publicly owned structures within an historic district <br />shall be referred to the commission for interpretation, advice and recommendations. <br />All applications for building permits pertaining to structures within three hundred <br />(300) feet of an historic district or properties on the National Historic Register shall <br />be referred to the commission for interpretation, advice and recommendations. <br />However, applications pertaining to structures or properties on the National <br />Historic Register that are located within private subdivisions that have their own <br />review process for construction and that are not located at University City <br />designated landmarks and/or within University City designated historic districts <br />shall not be referred to the commission. <br />The motion was seconded by Mr. Smith and passed by a vote of 6 to 0 with all members voting “aye.” <br />Hearing: Text Amendment to Section 34-104.2 Political Signs <br />The Chairperson announced that a hearing was scheduled concerning an application from the City <br />concerning a text amendment to change the regulations concerning political signs. <br />Mr. Hill gave an overview of the proposal and asked that it be approved.
