January 24, 2007 Plan Commission Minutes Page 2 of 3 <br />SECTION 34-88 OLIVE BOULEVARD HISTORIC DISTRICT <br />34-88.1 Historic District Established <br />1. There is hereby established the Olive Boulevard Historic District, which includes the full extent <br />of Olive Boulevard located within the city limits, the boundaries of which are as follows: <br />Beginning at eastern City limits and encompassing the full portion of only the public <br />right-of-way known as Olive Boulevard, ending at the western City limits, a distance of <br />approximately 19,342 feet. <br />2. Statement of historic significance - Olive Boulevard is located in the northern part of the City <br />of University City. The district crosses University City from west to east for approximately four <br />miles from the City of Olivette to the City of St. Louis. Olive Boulevard is a major thoroughfare <br />th <br />and generates a great deal of traffic volume. In the early 19 century, Olive Boulevard linked the <br />St. Louis riverfront to the Missouri River. The road became a market route as settlers farmed <br />nearby land. By the late 1920s, businesses catered to traffic along the road. The Olive Boulevard <br />Historic District continues to be auto-oriented. A majority of the frontage to the north and south <br />borders of the district along Olive Boulevard is devoted to commercial or industrial/commercial <br />uses. As a major east-west corridor in the City, Olive Boulevard is a primary image corridor for <br />the City. The quality of the infrastructure along the corridor is improving as a result of public <br />investment and a goal of the establishment of this district is to promote more improvement. <br />34-88.2 District Regulations <br />The review of projects shall be limited to those projects that may from time to time occur because <br />of improvements funds obtained through sales tax for economic development activity to determine <br />conformity with the standards established for this district. To reach its determination, the Historic <br />Preservation Commission shall require the submission of plans and specifications necessary to <br />make a decision concerning the appropriateness of the proposed undertaking. <br />34-88.3 District Standards <br />In reviewing applications within this District, the Historic Preservation Commission shall be guided <br />by the following standards: <br />a)In reviewing an application for a proposed undertaking that involves a significant change to the <br />street scape, the Commission shall approve such proposed undertaking only if it is satisfied that <br />the historical and general architectural character of the district will be properly preserved. <br />Q:\WPOFFICE\WPDATA\m-01-24-2007.plc.final.wpd <br /> <br />
