June 25, 2008 Plan Commission Minutes Page 2 of 3 <br />neighboring property; d) Is consistent with the Comprehensive Plan, neighborhood <br />development plan (if applicable), and any other official planning and development policies of <br />the City; and e) Will provide off-street parking and loading areas in accordance with the <br />standards contained in Article 7 of the University City Zoning Code. <br /> <br />At the May 28, 2008 meeting of the Plan Commission it was decided that this application be <br />referred back to Staff until the June meeting. In the mean time, Good Shepherd should hold <br />community tours of the facility and a meeting between the community and Good Shepherd <br />should take place at their facility in order to facilitate discussion in issues raised at the Plan <br />Commission meeting. Approximately 90 letters were sent out to surrounding property owners <br />asking them to attend tours of the facility and an informational meeting. <br /> <br />On June 18, 2008 a community meeting was held at the Good Shepherd site where surrounding <br />property owners, community leaders and Community Development staff discussed many issues <br />of concern with the Good Shepherd staff. The meeting was well attended by approximately 15 <br />citizens. <br /> <br />Ms. Slater, representing Good Shepherd, gave an overview of the proposal and asked that it be <br />approved. <br /> <br />Mr. Walker stated that staff attended the public meeting at the Good Shepherd facility and he <br />felt that the citizens who attended were in favor of the application if a cap was now put on <br />expansion. He stated that the application should be approved with the added condition as set <br />forth in the staff report: The facility shall not be expanded beyond the previous approval of 12 <br />boys (ages 12 – 21) and 12 girls (ages 12 – 21) in the “new dormitory” and this approval of 8 <br />pregnant or nursing girls (ages 12 – 21) and their infants born to them in the maternity program <br />in the “old dormitory.” In addition, mothers who have existing children (up to age 6) may be <br />permitted one infant to live with them in the dormitory but shall not remain at the facility with <br />them longer than 6 weeks after birth of the new child (pending medical approval before <br />leaving). <br /> <br />The Chairperson asked for comments from the members of the public. Tammia and Herman <br />Russel, 7106 Willow Tree stated they were now in favor of the application with the added <br />condition. A list of issues discussed includes: the number of people being cared for, parking <br />concerns, having pregnant/parenting teens in the same facility with boys, staff control, the <br />changing of the area to institutional uses, police disturbances from the facility, traffic concerns, <br />noise concerns, effect on property values, whether children will be in the school district, <br />security issues, the use of the park by clients and various other topics. No other members of the <br />public wished to speak and the public hearing was closed. <br /> <br />The Plan Commission determined that the evidence presented to the Plan Commission does <br />support the conclusion that the proposed conditional use or amendment thereto: a) Complies <br />with all applicable provisions of the University City Zoning Code; b) At the specific location <br />will contribute to and promote the community welfare or convenience; c) Will not cause <br />substantial injury to the value of neighboring property; d) Is consistent with the <br />Comprehensive Plan, neighborhood development plan (if applicable), and any other official <br />q:\wpoffice\wpdata\m-2008-06-25.plc.final.docx <br /> <br />
