<br /> <br />PLAN COMMISSION <br />Minutes <br />October 29, 2008 <br /> <br /> <br />The Plan Commission held their regular meeting in the E.O.C. Room located in the basement of <br />City Hall, 6801 Delmar Boulevard, University City, Missouri on October 29, 2008. The meeting <br />commenced at 6:30 p.m. with Chairperson Marentette presiding. <br /> <br />Voting Members Present Voting Members Absent <br />Charles Marentette, Chairperson Nova Felton <br />Tom Byrne, Vice Chairperson <br />Lisa Greening <br />Mike Miller <br />Ben Senturia <br />Ben Halpert <br /> <br />Council Liaison Present: Terry Crow, Councilperson <br /> <br />Staff Present: Lehman Walker, Director of Community Development; Frank Hill, Manager of <br />Current Planning <br /> <br />Approval of Minutes <br /> <br />The Chairperson stated that the Commission would consider approval of the minutes from the <br />September 24, 2008 meeting. Mr. Miller moved for approval of the minutes. The motion was <br />seconded by Ms. Greening and passed by a vote of 4 to 0 with all members voting “yes” (Mr. <br />Byrne and Mr. Halpert were not present for this agenda item). <br /> <br />Public Hearing: Conditional Use Permit, new retail building with reduced “Right-Of-Way” <br />setbacks, 6300 Delmar <br /> <br />The Chairperson announced that a public hearing was scheduled to hear an application from <br />Feygelman Felix & Maya L.L.C. c/o Felix and Maya Feygelman, 16408 Audobon Village Dr., <br />Grover, MO 63040, to permit the construction of a new 6,400 s.f. retail building at 6300 Delmar <br />with reduced “Right Of Way” setbacks. <br /> <br />The Chairperson noted the Commission’s procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and <br />any other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br /> <br />q:\wpoffice\wpdata\m-2008-10-29.plc.final.docx <br /> <br />
