PLAN COMMISSION Minutes November 12, 2008 th The Plan Commission held their regular meeting in the 4 Floor Meeting. Room located at City Hall, 6801 Delmar Boulevard, University City, Missouri on November 12, 2008. The meeting commenced at 6:30 p.m. with Chairperson Marentette presiding. Voting Members Present Voting Members Absent Charles Marentette, Chairperson Tom Byrne, Vice Chairperson Lisa Greening Ben Halpert Mike Miller Nova Felton Ben Senturia Council Liaison Present: Terry Crow, Councilperson Staff Present: Lehman Walker, Director of Community Development; Frank Hill, Manager of Current Planning Approval of Minutes The Chairperson stated that the Commission would consider approval of the minutes from the October 29, 2008 meeting. Mr. Miller moved for approval of the minutes. The motion was seconded by Ms. Greening and passed by a vote of 5 to 0 with all members voting “yes.” Text Amendment and Design Guidelines Approval - Olive Blvd Design Guidelines The Chairperson announced that a hearing was scheduled to hear an application from University City for approval of the Olive Blvd Design Guidelines and several text amendments associated with their approval. The Chairperson noted the Commission’s procedures and criteria for reviewing text amendments. Mr. Walker stated that the guidelines establish the basis for the future physical development of Olive Blvd including building facades, parking landscaping, sidewalks and street improvements. He gave an overview of the applications and asked that they be approved. Documents reviewed included Olive Boulevard Design Guidelines: Executive Summary, reduced versions of supplementary posters, the Olive Boulevard Design Guidelines main document and a proposed text amendment memorandum for incorporation into the University City Zoning Code.
