<br /> <br />PLAN COMMISSION <br />Minutes <br />July 22, 2009 <br /> <br /> <br /> <br />The Plan Commission held their regular meeting in the EOC Room located at City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on July 22, 2009. The meeting commenced at 6:30 <br />p.m. with Chairperson Marentette presiding. <br /> <br />Voting Members Present Voting Members Absent <br />Charles Marentette, Chairperson Ben Senturia <br />Tom Byrne, Vice Chairperson Lisa Greening <br />Diedre Lewis <br />Nova Felton <br />Ben Halpert <br /> <br />Staff Present: Lehman Walker, Director of Community Development <br /> <br />Approval of Minutes <br /> <br />The Chairperson stated that the Commission would consider approval of the minutes from the <br />January 28, 2009 meeting. Ms. Felton moved for approval of the minutes, seconded by Mr. <br />Senturia. The motion passed. <br /> <br />nd <br />Public Hearing: Conditional Use Permit Application – 1500 N. 82 Street <br /> <br /> <br />The Chairperson announced that a hearing was scheduled for a conditional use application from <br />the University City School District, 8136 Groby Road, University City, MO 63130 to permit the <br />proposed Barbara Jordan Elementary School Building height to exceed the 35 feet limitation in a <br />PA-Public Activity District. <br /> <br />The Chairperson noted the Commission’s procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson specifically stated that the Plan Commission <br />must consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and <br />any other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br /> <br />Mr. John Berglund with Bond Wolfe Architects provided an overview of the proposal. Sanette <br />Thomas and Sandra Moore, members of the public were present to provide comments. <br />Comments from the Plan Commission and members of the public who spoke included: <br /> <br />1.Noise may be associated with trash pickup <br /> <br />2.Hazardous waste abatement concerns <br /> <br />
