Their goal for the current proposal is to introduce Pan-Asian style dining to the St. <br />Louis area with a casual setting. <br /> <br />Questions/comments from the Plan Commission and responses from the applicant and/or staff <br />include: <br /> <br />1.Where is the proposed gym going to be located? Staff: On the second floor of this <br />building. <br /> <br />2.Regarding outdoor dining, will there be room for pedestrian traffic? Staff: Other areas in <br />The Loop deal with the same issue. There is no distance established in the Zoning Code <br />for amount of space required for pedestrian traffic. One of the conditions of the staff <br />report addresses outdoor dining and the safe movement of pedestrian traffic. <br /> <br />3.Would the applicant be satisfied with indoor dining only? Applicant is exploring other <br />options such as large open windows. <br /> <br />4.Perhaps smaller tables would be a solution to any potential problems with pedestrian <br />traffic. <br /> <br />5.In what part of the building will the kitchen be located, specifically, where will any <br />venting be located? The kitchen and all venting will be located in the back of the <br />building. <br /> <br />6.When will construction begin? The goal is to begin in March of this year. <br /> <br />7.Has a contractor or architect been selected? No. They are hoping to accomplish that <br />soon. <br /> <br />8.Beginning construction in March might not be realistic. <br /> <br />9.What kind of liquor license will be applied for? Full, open on Sunday. Staff: The liquor <br />license must be approved by City Council. <br /> <br />10.Has The Loop Special Business District offered any comment? Staff: Yes, they support <br />the applicant. <br /> <br />Staff provided the staff report and asked that it be approved. Mr. Senturia motioned that the <br />conditional use permit be approved with the following conditions: <br /> <br /> <br />1.Outdoor dining areas and displays of merchandise shall be prohibited between November <br />15 and March 15. During this period, all portable furniture and fixtures associated with <br />outdoor dining (on-premises or on public sidewalks) shall be stored within completely <br />enclosed buildings. Outdoor dining shall be arranged in such a way so as not to inhibit <br />the safe movement of pedestrian traffic along public sidewalks. All furniture and fixtures, <br />located on public sidewalks shall be entirely portable. <br /> <br />2.Outdoor displays of merchandise shall be permitted only on private property located <br />between the frontage of a ground floor premise and the nearest public right-of-way. <br /> <br />3.A sign permit will be required prior to the installation of any signage by the tenant. <br /> <br />4.If any landscaping is to be installed, a detailed landscaping plan shall be submitted to the <br />director of planning for approval, in conjunction with a review by the city forester. <br />Landscaping shall be installed and maintained in accordance with the approved plan. <br /> <br />5.A liquor license shall be obtained in accordance with the University City Municipal Code <br />prior to the sale of any liquor or operation of the bar.
