<br /> <br />PLAN COMMISSION <br />Minutes <br />February 24, 2010 <br /> <br />The Plan Commission held their regular meeting in the EOC Room located at City Hall, 6801 <br />Delmar Boulevard, University City, Missouri on February 24, 2010. The Meeting commenced at <br />6:45 pm with Chairperson Marentette presiding. <br /> <br />Voting Members Present Members Absent <br />Charles Marentette, Chairperson Tom Byrne <br />Lisa Greening Nova Felton <br />Ben Halpert Ben Senturia <br />Deidre Lewis <br />Terry Crow, Council Member <br /> <br />Staff Present: Andrea Riganti, Deputy Director of Planning and Zoning; Zach Greatens, Planner <br /> <br />Approval of Minutes <br /> <br />The Chairperson stated that the Commission would consider approval of the minutes from the <br />January 27, 2010 meeting. Ms. Greening moved for approval of the minutes, seconded by Mr. <br />Halpert. The motion passed. <br /> <br />Public Hearing: Conditional Use Permit Application – 7201 Balson Avenue <br /> <br />The Chairperson announced that a hearing was scheduled for a conditional use permit <br />application for 7201 Balson Avenue to permit a café and coffee roasting facility in the LC – <br />Limited Commercial District. <br /> <br />The applicant, Ms. Elizabeth Sharp, 7330 Colgate Avenue, University City, Missouri 63130, <br />representing Pick Up Coffee Company, LLC provided an overview of the proposal. Pick Up <br />Coffee Company, LLC is proposing to operate a café and coffee roasting facility at 7201 Balson <br />Avenue. <br /> <br />The Chairperson noted the Commission’s procedures and criteria for reviewing conditional use <br />permits and amendments to them. The Chairperson stated that the Plan Commission must <br />consider whether the use: a) Complies with all applicable provisions of the University City <br />Zoning Code; b) At the specific location will contribute to and promote the community welfare <br />or convenience; c) Will not cause substantial injury to the value of neighboring property; d) Is <br />consistent with the Comprehensive Plan, neighborhood development plan (if applicable), and <br />any other official planning and development policies of the City; and e) Will provide off-street <br />parking and loading areas in accordance with the standards contained in Article 7 of the <br />University City Zoning Code. <br /> <br /> <br />Page 1 of 3 <br />February 24, 2010 Plan Commission Minutes <br />Q:\WPOFFICE\Zoning_June2009_present\Plan Commission\Minutes <br /> <br />
