<br />Questions/comments from the Plan Commission and responses from the applicant and/or staff <br />include: <br /> <br />1.Was this site at one time a gas station? Applicant: Yes. It is currently operating as an <br />automobile service facility. The gas tanks have been removed. <br /> <br />2.Will you own or rent the property? Applicant: Own. <br /> <br />3.Are there any plans for expansion? Applicant: The building is only 1200 square feet. If <br />the business grows, offsite expansion is possible. <br /> <br />4.How will venting be addressed? Applicant: Through the roof. <br /> <br />5.How is this different from previous conditional use permit application on property across <br />the street? Applicant: This site is smaller. More landscaping is necessary. <br /> <br />6.Will noise from exhaust be a problem with neighbors? Applicant: There will most likely <br />only be noise from exhaust or venting during the day. Roasting will be done only on <br />Monday afternoons. Will not be any louder than existing auto service station. <br /> <br />Staff provided the staff report and asked that it be approved. Mr. Halpert motioned that the <br />conditional use permit be approved with the following conditions: <br /> <br /> <br />1.The operator of the business shall regularly police the site to remove litter and debris. <br /> <br />2.Outside storage of rubbish and garbage shall be in suitable, covered, containers and shall <br />be located so that such containers cannot be seen from adjacent streets or properties. <br />Where such containers cannot be so located, the containers shall be screened from view <br />from all four sides with a masonry fence having a minimum height of six feet but not <br />more than eight feet. <br /> <br />3.On the west side of the property, abutting residentially zoned property, there shall be <br />placed at the property line a neat, clean and maintained sight-proof fence or wall having a <br />minimum height of six feet but not more than eight feet. <br /> <br />4.Outdoor dining shall be prohibited between November 15 and March 15. Outdoor dining <br />areas shall be limited to 100 square feet. <br /> <br />5.Lighting of all exterior areas, including all parking areas, shall be designed to be <br />compatible with surrounding areas and be shaded to direct light downward and away <br />from abutting uses, properties, and streets. <br /> <br />6.A sign permit will be required prior to the installation of any signage by the tenant. <br /> <br />7.If any landscaping is to be installed, a detailed landscaping plan shall be submitted to the <br />director of planning for approval, in conjunction with a review by the city forester. <br />Landscaping shall be installed and maintained in accordance with the approved plan. <br /> <br />8.A detailed construction traffic control and parking plan should be submitted to the <br />director of planning for approval.
