Washington Avenue). A parking lot could not be constructed at 6651 Washington Avenue <br />because the HR District does not permit parking lots as a principal use. By consolidating the <br />lots, the parking lot will be considered as an accessory use to the existing two-family dwelling at <br />6647 Washington Avenue. The parking lot is being constructed to accommodate anticipated <br />parking needs for a trail project by Great Rivers Greenway. <br /> <br />Questions/comments from the Plan Commission and responses included: <br /> <br />-Would the parking lot be metered? Applicant: No. <br /> <br />-Will the parking lot be for use by the adjacent residences? Applicant: Yes, and to the <br />general public. <br /> <br />-Will the existing two-family dwelling at 6647 Washington Avenue be torn down? <br />Applicant: No, it will remain. <br /> <br />-How will the existing parking lot behind the two-family dwelling be addressed? <br />Applicant: That will be worked out when the design of the new parking lot is underway. <br /> <br />-Are the residents at 6647 Washington Avenue ok with the proposed parking lot? <br />Applicant: Yes. <br /> <br />-Has the applicant researched how this proposed parking lot will impact nearby <br />residences? Applicant: No, again that will be part of the design process. <br /> <br />-What currently exists at 6655 Washington Avenue? Staff: A multi-family building and <br />private music school. The private music school was approved as a conditional use. <br /> <br />Cheryl Adelstein, Director of Community Relations with Washington University stated that <br />parking lot design will be addressed by Great Rivers Greenway when that time comes. Staff <br />informed the Commission the parking lot will come under review prior to construction. <br /> <br />Margaret Stevens, part-owner of 6643 and 6655 Washington Avenue, stated her concern with the <br />alley behind the subject properties. According to Ms. Stevens, the alley is one-way but is not <br />clearly marked as such. This causes a traffic issue with drivers going the wrong way. Also, <br />many drivers go much too fast on this alley which presents a safety issue. Ms. Stevens would <br />like the City to consider additional signage in the alley. <br /> <br />A motion was made by Mr. Senturia to approve the Final Plat for the Minor Subdivision. The <br />motion was seconded by Ms. Felton. The motion passed unanimously by voice vote. <br /> <br />Text Amendment <br /> <br />Staff notified the Plan Commission that the minor Text Amendments proposed at the May 26, <br />2010 Plan Commission meeting were currently under review by legal counsel. When review is <br />complete, a formal text amendment will come before the Plan Commission. <br /> <br />Staff continued the discussion of nonconforming lots in the MR District and presented draft text <br />language. <br /> <br />Questions/comments from the Plan Commission and responses included: <br />Page 2 of 3 <br /> <br /> <br />
