-It is clear, based on sections of code provided, that granting variances is not the proper
way to address the nonconforming lots within the MR District.

-Have there been any findings as to why the Zoning Code was written this way? Staff:
No.

-Staff should proceed with corrective text amendment.

-In the future, text should be rewritten to be simpler and without exceptions having to be
provided.

-It should be noted that the intention is to allow the MR District properties to remain as
they are and be redeveloped in the same manner. However, the language should
eventually be amended to make it simpler.

-This proposed change in zoning text should be considered a step towards comprehensive
review of the Zoning Code.

-The Commission members agree that their intention is to update the Zoning Code within
the next two years.

-The proposed language is considered a temporary solution to the MR District language.

A motion was made by Ms. Carr to recommend moving forward with a text amendment based on
the proposed zoning text provided by Community Development staff. The motion was seconded
by Mr. Byrne. The motion was passed by voice vote.

Other Business

Due to the fact that City Council meets less frequently during July and August, Mr. Kraft
proposed expediting the first reading of the Minor Subdivision by placing it on the agenda of the
City Council Study Session scheduled for Monday, June 28. The Plan Commission agreed that
an attempt should be made to do so. Mr. Byrne made a motion to try to have the first reading of
the Minor Subdivision at 6647 and 6651 Washington Avenue placed on the June 28 City Council
agenda. Mr. Senturia seconded the motion. The motion passed with a voice vote.

Adjournment

There being no further business, a motion was made to adjourn. The motion carried and the
meeting adjourned at 7:30 pm.
