<br /> <br />-Will the applicant be transporting those who will be at the facility? Applicant: Yes. <br /> <br />-Will meals be brought in? Applicant: Yes. <br /> <br />Questions/comments from the public and responses from the applicant and/or staff included: <br /> <br />-Michael O’Neal, 7358 Carleton Avenue, University City, MO 63130: Has there been <br />research conducted to support the need for this site in its proposed location? What is the <br />target population? Mr. O’Neal also expressed his concern regarding the environment of <br />the building in which the facility will be located. <br />Debra Shuriv, 3122 Thelma Avenue, St. Louis, MO 63121: Research has been done to <br />express the need for facilities such as the one proposed. Population numbers support the <br />proposed location. There are currently only 4,000 facilities of this nature in the country. <br />These facilities are mandated by the State of Missouri. <br />Staff: The applicant has met the requirements for Conditional Use Permit application <br />submittal. Issues with the environment of the building are not among the criteria for <br />Conditional Use Permit approval. <br /> <br />Staff provided the staff report and asked that it be approved with the conditions listed. A motion <br />was made by the Commission to approve the conditional use permit with the following <br />conditions (as listed in the staff report): <br /> <br /> <br />1.The operator of the business shall regularly police the site to remove litter and debris. <br /> <br />2.Outside storage of rubbish and garbage shall be in suitable, covered, containers and shall <br />be located so that such containers cannot be seen from adjacent streets or properties. <br />Where such containers cannot be so located, the containers shall be screened from view <br />from all four sides with a masonry fence having a minimum height of six feet but not <br />more than eight feet. <br /> <br />3.Lighting of all exterior areas, including all parking areas, shall be designed to be <br />compatible with surrounding areas and be shaded to direct light downward and away <br />from abutting uses, properties, and streets. <br /> <br />4.A sign permit will be required prior to the installation of any signage by the tenant. <br /> <br />5.If any landscaping is to be installed, a detailed landscaping plan shall be submitted to the <br />director of planning for approval, in conjunction with a review by the city forester. <br />Landscaping shall be installed and maintained in accordance with the approved plan. <br /> <br />The motion was seconded and passed by a voice vote. <br /> <br />Other Business <br /> <br />Ms. Riganti gave a presentation about the roles and responsibilities of the Plan Commission. <br /> <br />Adjournment <br /> <br />There being no further business, the meeting adjourned at 8:30 pm. <br /> <br />Page 2 of 2 <br />July 28, 2010 Plan Commission Minutes <br />Q:\WPOFFICE\Zoning_June2009_present\Plan Commission\Minutes <br />
