Review sketch and pictures attached. From picture #1 we can determine that there is no visibility to cross
from west to east on North &South at limits with Clayton City because of the parked cars and because of
the geometry of the street. It is necessary to walk up to the middle of the lane to have visibility (picture
#2).

Marked crosswalk must be installed based on a number of important considerations. Crosswalk marking
should be used at established school crossings, at intersections where there is substantial conflict between
vehicle and pedestrian movements, and at mid-block pedestrian crossings. It is important to identify the
safest location for the pedestrian to cross. Please review article about “How do you determine where to
place pedestrian crosswalks?” taken from the booklet “TAKING IT TO THE STREETS” by American
Public Works Association.

Five accidents have been reported at the 500 block of North & South within U City limits in the last 3
years (find reports attached). Two of them took place around the limits with the City of Clayton. From
these 2, there is just 1 written report.
Residents in the area and Clayton representatives are going to be notified.

The Engineering Division will do further investigations before any recommendation.

3.Slow the speed of cars shortcutting through Lafon to get to Gay and on Gay Ave.

Please find attached Traffic Request submitted by Joan Botwinick, dated September 11, 2003. She is
requesting some traffic control measures to slow speeding on University View area. She explained that
vehicles use Lafon and Gay as a shortcut between Old Bonhomme and Gay Ave (see sketch attached).

Advisory speed plates and enforcement could control speeding vehicles. Motorists must be aware that
violation of these rules will result in penalties. “Horses” are not used anymore to control traffic on public
streets.

Two accidents have been reported at the intersections Gay and Mapleview and Gay and Lafon in the last 3
years (find police reports attached).

The Engineering Division recommends to install speed limits signs.

4.Approval of the minutes from the September 10, 2003 meeting

Thank you.

Cc: Shelley Welsch, Council Liaison
Larry Lieberman, Council Member
Evelyn Shields-Benford, Director of Public Works
Lee Payne, Police Chief
Andrea Riganti, Planner
2
V:\WP51\Mariela-Projects\Traffic Commission\agenda\2003\Agenda 10-8-03.doc
