<br /> <br />Review sketch and pictures attached. From picture #1 we can determine that there is no visibility to cross <br />from west to east on North &South at limits with Clayton City because of the parked cars and because of <br />the geometry of the street. It is necessary to walk up to the middle of the lane to have visibility (picture <br />#2). <br /> <br /> <br />Marked crosswalk must be installed based on a number of important considerations. Crosswalk marking <br />should be used at established school crossings, at intersections where there is substantial conflict between <br />vehicle and pedestrian movements, and at mid-block pedestrian crossings. It is important to identify the <br />safest location for the pedestrian to cross. Please review article about “How do you determine where to <br />place pedestrian crosswalks?” taken from the booklet “TAKING IT TO THE STREETS” by American <br />Public Works Association. <br /> <br /> <br />Five accidents have been reported at the 500 block of North & South within U City limits in the last 3 <br />years (find reports attached). Two of them took place around the limits with the City of Clayton. From <br />these 2, there is just 1 written report. <br />Residents in the area and Clayton representatives are going to be notified. <br /> <br />The Engineering Division will do further investigations before any recommendation. <br /> <br /> <br />3.Slow the speed of cars shortcutting through Lafon to get to Gay and on Gay Ave. <br /> <br />Please find attached Traffic Request submitted by Joan Botwinick, dated September 11, 2003. She is <br />requesting some traffic control measures to slow speeding on University View area. She explained that <br />vehicles use Lafon and Gay as a shortcut between Old Bonhomme and Gay Ave (see sketch attached). <br /> <br />Advisory speed plates and enforcement could control speeding vehicles.
