<br /> <br />Page 2 - Agenda <br /> September 13, 2006 <br /> <br />?Improvements to Gay Avenue (an unimproved road) <br /> <br /> <br />Ms. Botwinick requests that asphalt be installed on the borders of the road and for the <br />potholes to be fixed permanently. She stated that the best solution would be the <br />complete improvement of the street including curbs and gutters. This request is <br />supported by the attached letter submitted by four property owners in University View <br />Neighborhood. <br /> <br />Gay Avenue, from the south city limits to Old Bonhomme Road is an unimproved street <br />designated as an existing street without curbs and gutters. These streets are in use <br />for vehicles and/or pedestrians but have not been fully improved to University City <br />standards. Streets are not maintained by the City until fully improved. Very limited <br />service is provided, usually only when it becomes impassable. <br /> <br />Residents should submit a petition to the City Council requesting that the street be <br />reconstructed. The adjoining owners must pay a predetermined assessment rate. <br />Attached is a copy of the policies provided to Ms. Botniwick on August 14, 2006. <br /> <br />A minimum amount of maintenance is done to encourage the property owners to <br />participate in the tax bill improvement process. It is not a City policy to re-classify the <br />streets (as suggested by the residents) without the proper improvements implemented. <br /> <br />?Stop signs on Lafon at Gay and Stop signs on Mapleview at Lafon <br /> <br />?Stop signs on Gay at Mapleview and on Teasdale at Gay <br /> <br /> <br />Stopping frequently at intersections can create problems for traffic flow, is irritating to <br />motorists, and causes vehicles to use more fuel. Stops signs are appropriate in the <br />following situations: <br /> <br />a.When a less frequently traveled road intersects with a highly traveled road <br /> <br />and traffic crossing this road creates a hazard <br />b.When a street enters a through highway or road with frequent and <br /> <br />possibly high speed traffic <br />c.An area where several of the intersections are signalized, an intersection <br /> <br />with no signals should have STOP signs facing the minor street <br />d.Intersections where a combination of high speed traffic, a restricted view, <br /> <br />and frequent accidents indicate the need for one or more STOP signs. <br /> <br />For the areas requested, the commissioners can take into consideration the speed of <br />the traffic, sight restrictions and police accident reports.
