Councilman Stefany Brot suggested making the street residential parking by permit <br />only, which would greatly reduce the number of cars parked on the street. The <br />residents did not seem to agree with this approach. There was significant discussion <br />of this topic. Many residents along Northmoor stated that parking on one side of the <br />street only would increase speeding on a street that is already used as a “cut-thru” <br />street. The residents were concerned with the Fire Department’s inability to <br />adequately travel on the street when needed with its safety vehicles but said making <br />parking less available on a daily basis is not a desired solution for residents. Several <br />residents stated that they do not have driveways and on-street parking is their only <br />option. The overall opinion of the residents was to limit parking in the bottle neck <br />areas to small cars only, by posting no suv or van parking signs. No bottle neck <br />areas were identified. <br /> <br />Northmoor Drive is 24 feet wide and fire department vehicles, special education buses, and <br />sanitation trucks do not have adequate clearance to travel on the street. The traffic lane is <br />11 feet wide, when cars are park on both sides of the street. The width of an average Fire <br />Truck is 10 feet. When cars are parked on both sides of the street, the doors of a fire truck <br />cannot be opened. <br /> <br />Parking could be prohibited on one side of the street in the following areas: <br />? <br /> From 7045 to 7123 Northmoor Dr. <br />? <br /> From Asbury Ave. to City limits to the west. <br /> <br />However, these areas encompass more than the 7200 block of Northmoor and no decision <br />shall be made by the Traffic Commission prior to notifying the affected residents. Even <br />when the restriction is considered only for the 7200 block of Northmoor, residents east of <br />Asbury and west of Manhattan should be notified, as well, since residents in those areas will <br />be impacted if parking restrictions are implemented. <br /> <br />Therefore, Public Works distributed notices on November 5, 2008 to the affected residents <br />notifying them of the request for parking restrictions and inviting them to attend the meeting <br />and provide their input. <br /> <br />3. 7300 Block of Liberty, requesting designation as either a one-way or a no-through <br />traffic street <br /> <br />Please find attached a traffic request from Mr. De Lois Buckley, resident of 7387 Liberty <br />Avenue, requesting that the 7300 Block of Liberty be designated as either a one-way or a no- <br />through traffic street. <br /> <br />Mr. Buckley states that he is concerned about the protection, welfare and safety of school <br />age children, seniors, disabled persons, and family members. He reports that there is <br />excessive traffic on the street by drivers who do not live on the street and those drivers also <br />operate their vehicles in a careless manner. He states that they have constant speeding, <br />drug deals, and excessive traffic by drivers who do not live on the street. The neighbors <br />have signed a petition requesting “No Thru Road” signs be installed. <br /> <br />Liberty is a thru street. Therefore, designation as a “No Thru Street” would not be <br />recommended since it would not be enforceable. However, in accordance with Chapter <br />10.36.190, of the Municipal Regulations for Specific Streets, “through” traffic can be <br />prohibited on certain streets at all times or during designated hours. Through traffic could be <br />prohibited on Liberty from Page Avenue to Hanley.
