. Stop crime from trespassers crossing private property

Public Works Report:

Public Works contacted the Police Department since most of the request concern law enforcement and also
contacted the environmental division regarding safety problems caused by overgrown trees. Mr. Buckley was
informed about the city's policy regarding speed bumps to control speeding. UCPD will provide results from the
speed trailer report on Liberty Ave at the meeting.

Mr. Buckley stated that paved areas that do not provide access to a private property should be eliminated
because they allow for non-residents to drive on them. The City is reviewing the status of the vacant properties
in the lot.

The City already has policies for bus stop and scholar crossing that should be enforced to improve safety in the
block.

The neighbors of the 7300 block of Liberty consider that making the block a One-way street from Page to Hanley
will alleviate the "thru traffic" problems.

Liberty Ave is a two way street, 24 feet wide, with speed limit of 25 mph. It has 2 speed limit signs located one at
Page Ave and the other one at Hanley Rd. Also, the north portion of the block is located in the City of Vinita
Terrace.

Due to the width of the street, if the block becomes one way, it is recommendable to eliminate parking on one
side of the street to improve traffic flow and safety for cars and pedestrians. Also, the City of University City will
have to contact the City of Vinita Terrace and request their input.

Public Works will collect more information related to traffic counts and usage of the street for the next 2 months, in
order to provide accurate counts and determine if a one-way street is the solution to the traffic problem of Liberty
Ave. Also Public Works will contact residents affected and Vinita Terrace officials.

3. FYI - Pedestrian CrossinQ at Delmar Blvd and KinQsland Ave.

Please find attached a traffic request submitted by Wendy Surinsky, on June 5, 2008, requesting to improve traffic
control for pedestrians and signalization at the intersection of Delmar Blvd and Kingsland Ave.

On her request, Mrs. Surinsky stated that cars do not yield to pedestrians crossing Delmar Blvd at Kingsland Ave,
especially on the west side of the intersection. Cars traveling south on Kingsland Ave and turning right into
Delmar Blvd turn sharply around the corner even when the traffic signal is flashing the walk sign, nor do cars
turning left onto Delmar Blvd from the south side of the intersection check whether anyone is in the intersection
before turning.

Mrs. Surinsky recommends the following:
. Creating a no right turn on red restriction for cars turning right from Kingsland onto Delmar from the north
side of the intersection.
. Creating a left only on left arrow restrictions for cars turning left in all directions
. Seeking police cooperation with enforcement

This intersection is under St. Louis County jurisdiction and Public Works is aware of the needs of the intersection.
Public Works will inform Mrs. Surinksy about the County's recommendations.

4.
