CITY OF UNIVERSITY CITY
6801 Delmar Boulevard, University City, MO 63130
Phone: 314-505-8560, Fax: (314) 862-0694

To:
From:
Re:

Date: August 26, 2008
Members of the Traffic Commission
Angelica Gutierrez, Project Manager
September 10, 2008 Traffic Commission Meeting

This is to inform you that the next Traffic Commission meeting is scheduled for Wednesday, September 10, 2008
at 6:30 p.m. in the in the EOC Room (basement) at City Hall.

We recommend that you visit the sites to be discussed prior to the meeting. Please call 505-8568 to confirm
your attendance.

AGENDA FOR THE MEETING

1. ParkinQ Restriction for 8516 Olive Blvd

Backaround:

Francisco Coronel requested on April 22, 2008, the assignment of Customer parking only for business located at
8516 Olive Blvd, in the City's ROW alley located in the back of the building, in order to provide parking for his
customers. This item was discussed on June 11 and July 9, 2008 meetings.

Currently, there is parking allowed in the back of the building except on Wednesdays from 7 am to 9 am for street
cleaning purposes, since that alley/parking area is maintained by the City.

Public Works Report:

Public Works Department considers that all businesses along the complete length of the alley (8400 and 8500
blocks of Olive Blvd), should be contacted and have a survey of their needs. Results as follows:

Total of notices sent in July 3dh 26
Responded by Sep 1st 5

Results of 5 responses Yes NO No opinion
Satisfied with the amount of parking provided for customers 20% 80% 0%
Parking area in good condition for customers parking 60% 40% 0%
Installation of Parking Meters 60% 20% 20%
One hour parking restriction to allow parking for specific businesses 20% 60% 0%

Please consider that Olive Blvd from Ferguson Ave to the west city limits is under the jurisdiction of the Missouri
Department of Transportation (MoDOT) and they would not allow parking along this route. This section of Olive is
a high volume roadway, and allowing parking within their right-of-way would have negative consequences to both
the safety, and the capacity of this roadway.

It is the Public Works recommendation to restrict parking in the existing alley behind businesses in the 8400 and
8500 blocks of Olive Blvd. for one hour from 9:00 a.m. to 6:00 p.m., Monday thru Saturday starting in a point 580
feet from Coolidge drive for a distance of 175 feet to the west.

2. ChanQe the 7300 block of Liberty Ave to be one-way street from PaQe Ave to Hanley Ave.

This request submitted by Delois Buckley, resident at 7387 Liberty Ave. was discussed at July's meeting that
consideration be given to changing the 7300 block of Liberty Ave be one-way street from Page Ave to Hanley
Ave.
The neighbors of the 7300 block of Liberty consider that making the block a One-way street from Page to Hanley
will alleviate the "thru traffic" problems.

AGenda Traffic Commission MeetinG Seotember 10, 2008

PaGe 1
