<br />Public Works Report: <br /> <br />Liberty Ave is a two way street, 24 feet wide, with speed limit of 25 mph. It has 2 speed limit signs located at both <br />ends of the block (one at Page Ave and the other one at Hanley Rd). Also, the north portion of the block is located <br />in the City of Vinita Terrace. <br /> <br />In order to approve the one way request, we are considering the following: <br /> <br />. Page Avenue is a two-way street parallel to Liberty Ave, and of suitable capacity, located one block apart. <br />. Currently, motorists are having a difficult time driving in both directions on this narrow street because <br />parking is allowed on both sides of the street. A one-way street would ease the current condition. <br />Further, parking restriction for one side of the street is recommended. <br />. A petition for one way street was submitted with the approval of 70% of the property owners on the block <br />. The average daily traffic (ADT) is 245 vehicles which is appropriate for a residential street (for a <br />residential 600 is considered the ADT). <br />. Concurrence of the City of Vinita Terrace - Public Works contacted and invited Mr. Richard Wallace, <br />Traffic representative to participate in the discussion. <br /> <br />Information related to traffic counts and usage of the street will be provided at the meeting. <br /> <br />It is the Public Works recommendation to consider for the 7900 block of Liberty Ave. to be a one-way street from <br />Hanley to Page. <br /> <br />3. ParkinQ Restriction on North & South Road. south of Delmar Blvd <br /> <br />Please find attached a traffic request submitted by William Owens, resident at 500 North & South Rd, #102, on <br />August 12, 2008, requesting to restrict parking on the west side of North & South Rd, from intersection at North & <br />South Rd and Delmar Blvd, to Metro Bus Stop, located at approximately 50ft from that intersection. This is to <br />improve traffic traveling from Delmar Blvd to North & South Rd, southbound. <br /> <br />On his request, Mr. Owens stated that primary hours when parking becomes a major problem are, rush hour in <br />the morning/afternoon and lunch time. <br /> <br />Currently there is no sign indicating parking prohibitions in this portion of North & South Road and customers for <br />the businesses at this intersection, park in this portion of the street (west side). <br /> <br />According to the Municipal Code, parking is prohibited at all times within two hundred fifty (250) feet of any street <br />intersection where traffic is controlled by a traffic-control signal, unless a shorter distance is indicated by signs <br />posted near the curb by authority of the city, in which case the distance indicated by such signs shall control. <br /> <br />Since there are no signs posted, parking should be prohibited for 250 feet on both sides of North & South, south <br />of the intersection with Delmar Blvd. This distance encompasses the four (4) businesses south of this <br />intersection (Dewey's pizza, Starbucks, Clayton Cleaners and 1M clothing store). <br /> <br />It's the Public Works recommendation to install signs restricting parking at all times on both sides of North & <br />South from Delmar Blvd to a distance of 150 feet southbound. Further consideration could be given to the <br />installation of parking meters. <br /> <br />4. 4-Wav Stop SiQn on Julian Ave. at Purcell Ave. <br /> <br />Please find attached a traffic request submitted by Brad Flansburg, resident at 6902 Julian Ave., on August 13, <br />2008, requesting a 4-way stop sign at the intersection of Julian Ave and Purcell Ave. <br /> <br />On his request, Mr. Flansburg stated that the purpose of this request is to slow down traffic. <br /> <br />Currently there is a 2-way stop sign on Purcell Ave, at Julian Ave. <br /> <br />Indications that an intersection need a four way stop control are: <br /> <br />AGenda Traffic Commission MeetinG Seotember 10, 2008 <br /> <br />PaGe 2 <br />
