Petition for Residential Parking Permit on the 7000 and 7100 blocks of Forsyth (North side <br />only) <br /> <br />Please find attached a traffic request and petition for Residential parking permit submitted by <br />Carolyn A. Dolan on January 21, 2009. She is requesting to approve the petition for residential <br />Parking permit on the 7000 and 7100 blocks of Forsyth, north side only, from 9 am to 9 pm, <br />except Sundays. <br /> <br />Petition includes: <br /> <br /> <br /> Traffic Request form explains how parking congestion on the north side of Forsyth Blvd is <br />a chronic problem for residents. <br /> <br /> Residential Parking Permit Petition describes the problems caused by non-resident <br />parking. <br /> <br /> 25 signatures representing 19 property owners. 23 total properties on the 7000 and 7100 <br />blocks of Forsyth Blvd, north side, 83% approve petition. <br /> <br /> Records of parking violation information from 7000 and 7100 Forsyth Blvd. reported by <br />residents for the last 4 years. <br /> <br /> Pictures showing parking demand on Forsyth Blvd. <br /> <br />Per Section 10.40.030 Residential Parking Permit, a petition may be granted if the street is located <br />within two blocks of Washington University and the problems caused by nonresident parking on the <br />block are chronic and well-documented. <br /> <br />The U.C. Police Department is not for the residential parking permit plan in this area due to following <br />reasons: <br /> <br /> <br /> Along Forsyth there is already prohibited parking on the south side of the street during certain <br />times of the day to permit two lanes of traffic flow. <br /> <br /> This change would be too restrictive especially for an area which has a large number of <br />college students residing in the immediate area. <br /> <br /> Because officers are out enforcing the no parking at a minimum of twice daily, police <br />enforcement of the residential parking would be minimal. <br /> <br /> <br />
