Consideration for the residents on the south side of Forsyth Blvd is needed since they will be directly
affected aswell. Notice to invite them to the meeting was sent on Feb 3, 2009.

Please note that there are some parking restrictions on Northmoor Dr. under consideration. These
two petitions should be discussed and reviewed as a whole.

The Public Works Department considers that if the petition is approved, the restricted hours should be
revised for them to match the restricted hours in the south side.

2. Change of street name from Harvard Ave to Sgt. Mike King Dr.

On December 2008, City Manager proclaimed that the existing portion of Harvard Ave between
Harvard School and Delmar Blvd, be changed to Sgt. Mike King Dr.

According to the City’s procedure for street name change, the petition should receive approval from
the Traffic Commission. Therefore we are presenting this item for your consideration.

3. Approval of Minutes – December 10, 2008 meeting.

4. FYI - Request to remove parking restriction on south side of Forsyth Blvd from Big Bend
Blvd to Asbury Ave.

Please find attached a traffic request submitted by Rod Harkey, resident at 7207 Northmoor Dr.
requesting to remove parking restriction on the south side of Forsyth Blvd. He states this restriction
causes increased parking demand on the north side of the street, and also there would be more
available parking at all times to all residents of Forsyth, thus helping both sides of Forsyth and
perhaps postponing or eliminating the need for resident-only parking restriction.

The UCPD has the following comment:

“The police department has seen a large increase in traffic traveling eastbound on Forsyth due to the
highway 40 closure. So much traffic that drivers are driving east on Northmoor and exiting through
the one way do not enter to speed up their commute. There has to be 2 full lanes of travel for
eastbound traffic and removing the restriction to one lane would be a nightmare for traffic during rush
hour. Traffic already is deadlocked in peak traffic times.”

A letter has been sent to Mr. Harkey to inform him that there is no possibility of removing the peak
hour restriction on the south side of Forsyth Blvd, until the highway 40 construction is complete.

5. Update – Restrict parking on one side of Northmoor Dr, from 7045 to 7117 and Asbury Ave
to the west city limit.

This item was presented to the City Council on January 26, 2009. City Council directed to have a
public meeting to discuss this issue with residents of the area, followed by presentation on a Council
Agenda.

The public meeting will be on Monday, March 2 at 6:30 PM in Our Lady of Lourdes Parish School
Cafeteria hosted by the City of University City, and Traffic Commission is invited to attend.

If you are unable to attend you are welcome to submit your comments at this meeting and they will be
submitted to the City Manager.

“…On the issue of parking along Northmoor suggestions have varied from no parking on one side
(north or south), to installation of “s” curbs, rolled curbs that allow parking on the curb itself. After
assessment, for the “s” curbs to be effective it would require reduction of tree lawns and removal of
