trees to gain the required thirty feet. This would negatively affect the neighborhood aesthetic and take <br />away from the safety of pedestrians on sidewalk. Staff cannot advocate reducing one safety hazard <br />through the implementation of another. In addition, the cost estimates were completed and an 18- <br />inch gain with rolled curbs would cost $270,000K and still not be enough for city trucks to maneuver. <br />Further assessment bore out that to obtain the needed road width, would require a $1.5M investment <br />and the safety concerns would still remain for pedestrians. <br /> <br />There are a number of options that would allow the width needed to allow the emergency <br />vehicles to pass through the space. They are: <br /> <br />1. City staff recommended prohibiting parking on one side of the street at narrower areas of <br />Northmoor Drive from 7045 to 7117 and from Asbury Ave to the western city limit. The <br />neighbors could weigh in preference regarding the north or the south side of the street. <br /> <br />2. Alternately, residents could choose to create a chicane effect by altering the parking <br />restriction block by block in which case the visual would encourage drivers to drive at <br />slower speeds than opening the street up on one side. <br /> <br />3. Also, the issue of fairness was raised, residents could choose to allow parking on one <br />side rather than the other based on alternating parking restrictions from month to month, <br />based on days of the week or seasonal changes could be explored. <br /> <br />4. Regarding the use of “s” curbs should neighbors be willing to relocate sidewalk further <br />within their property and coordinate a Neighborhood Improvement District to fund the <br />improvement partially with private dollars, the City could coordinate the infrastructure <br />improvements required to maintain parking at the recommended standard. <br /> <br />The staff recommendation is to move forward with “Option 1”, establishing parking <br />restrictions on one side of the street from 7045 to 7117 and on Asbury Ave to the <br />west city limit. <br /> <br />According to the Introduction to Traffic Practices, a guidebook for Local Agencies, and <br />AASHTO - American Association of State Highway and Transportation Officials, the <br />standard for Curb Parking Restrictions reads as follows: <br /> <br />RECOMMENDED CURB PARKING RESTRICTIONS* <br /> <br />STREET WIDTH If street remains two-ways If Street becomes one-way <br />Greater than 34 ft None None <br />28 ft to 34 ft Eliminate parking - one side None <br />22 ft to 28 ft Eliminate parking - both Eliminate parking - one side <br />(Northmoor Dr) sides <br />Less than 22 ft Eliminate parking - both Eliminate parking - both <br />sides sides <br />*Reference- Geometric Design of Highways and Streets. AASHTO-1990 <br /> <br />Northmoor Dr is in average less than 24 ft wide.
