CITY OF UNIVERSITY CITY
6801 Delmar Boulevard, University City, MO 63130
Phone: 314-505-8560, Fax: (314) 862-0694

Date: October 26, 2009
To: Members of the Traffic Commission
From: Angelica Gutierrez, Project Manager
November 4, 2009
Re: Traffic Commission Meeting

This is to inform you that the next Traffic Commission meeting is scheduled for Wednesday,

November 4, 2009 at 6:30 p.m. in the EOC Room (basement)at City Hall.

We recommend that you visit the site to be discussed prior to the meeting. Please call 505-
8568 to confirm your attendance.

AGENDA FOR THE MEETING

1. Request to reduce speed limit from 25 mph to 20 mph (no tolerance zone) and install
“Slow Children at Play” signs at the University Park Private subdivision.

Please find attached traffic request form submitted by Mr. Thomas Rea, resident at 7331 Cornell
Ave on June 1, 2009, requesting to reduce speed limit from 25 mph to 20 mph, to install no
tolerance zone, and “slow/Children Playing” signs throughout the University Park Private
Subdivision (subdivision area map below).

University City Police department has placed the traffic trailer at 7331 Cornell, 7337 Amherst,
and both locations did not show speeding was excessive, however it is always the police
department’s practice to enforce speed limits in all areas even if the trailer does not show
excessive speeds in the area. UCPD commented that “If deemed a no tolerance zone by the
City Council to where vehicles traveling 5 miles and above are to be ticketed, then this would be
the exception. The police department normally does not to write tickets for 5 miles per hour over
the speed limit as the police department would be writing tickets to almost all drivers traveling
throughout University City.”

Currently, there are 46 stop signs through the private subdivision (attached) but only 14 of them
are warranted. In addition for speed control, there are “speed horses” at intersections. A
record of the reported accidents in the neighborhood for the past year will be presented at the
meeting by the police department representative.

Traffic Commission Agenda – November 4, 2009, Page 1
