 <br /> PW does not recommend lowering the speed limits less than 25 mph, since this limit is <br />appropriate and the minimum level that drivers will obey. For public roads and streets <br />(not including alleys), speed limit posted less than 25 mph are not recommended, even <br />on local residential streets with the exception of school zones. Nation-wide studies have <br />found that drivers are generally unwilling to drive less than 25 mph, speeds below those <br />are difficult to enforce, and crashes are generally limited in frequency and low in severity <br />at 25 mph. <br /> <br /> <br /> “Slow Children Playing” signs do not conform to the MUTCD as legal signs. Studies have <br />shown that they have no measurable impact on vehicle speeds; therefore, they would not <br />be expected to address the reported concerns. <br /> <br /> <br />Public Works recommends the installation of additional speed limit signs on the private <br />streets in question to reinforce the legal speed limits. Installation of the signs should be <br />done at the Subdivision expense. <br /> <br />2. Request to reserve two parking spaces for delivery only on Westgate Ave. <br /> <br />Please find attached request from Mohammed Alsalem, business owner at 6501 Delmar Blvd, <br />Ranoush Restaurant (north west corner of Delmar Blvd and Westgate Ave) requesting to reserve <br />two (2) parking spaces on the west side of Westgate Ave, for deliveries only. <br /> <br />Mr. Alsalem has violated the existing parking restriction on Delmar (in front of his business) <br />because he parks there when handling bank deposits. They consider as safe, an area in front <br />or along the side of their business and not public lots (located farther away). <br /> <br />Parking is prohibited within two hundred and fifty (250) feet of any street intersection where traffic <br />is controlled by a traffic-control signal (Delmar and Westgate), unless a shorter distance is <br />indicated by signs posted near the curb by authority of the city, in which case the distance <br />indicated by such signs shall control. On Westgate, parking is prohibited within 62 feet from the <br />intersection on the west side and within 55 feet on the east side. There are 2 parking spaces on <br />the west side available for parking, and there are no parking meters installed at those locations. <br /> <br />Public Works recommends the installation of a 15 Minute Drop off Pick up “Delivery Zone” <br />signs on the west side of Westgate Ave. starting at 62 feet north of the north curb line of <br />Delmar Blvd, for a distance of 40 feet northwardly. <br /> <br />3. Request to install a no parking sign on Kingsland Ave at the alley located between <br /> <br />Kingsbury Blvd and Washington Ave. <br /> <br />Please find attached request from Susan Terrill, resident at 6675 Kingsbury Blvd, requesting that <br />a No Parking sign be installed on the north east corner of the intersection of Kingsland Ave and <br />the alley located between Kingsbury and Washington Ave. Ms. Terrill states the visibility is <br />badly obstructed for drivers exiting the alley westbound. <br /> <br />Currently there is a “No Parking at any time” sign on the east side of Kingsland (south of the alley <br />apron for a distance of 25 feet) which helps alleviate some visibility for oncoming northbound <br />traffic. On the north side of the intersection there is no signs to restrict parking. <br /> <br />Public Works recommends to approve the request to restrict parking on the east side of <br />Kingsland Ave for a distance of 25 feet north of the north curb of the alley located <br />between Kingsbury Blvd and Washington Ave. <br /> <br /> <br /> <br />Traffic Commission Agenda – November 4, 2009, Page 2 <br /> <br /> <br />
