4. Approval of Minutes – September 9, 2009 and October 14, 2009 meetings.

NON-ACTION ITMES

5. FYI - Temporary Parking Restriction on Groby Road

During the process of approval of the Golf Course Driving Range on Ruth Park, many of the
neighbors along Groby Road (across from the driving range) expressed their concern about Golf
Course customers parking in front of residential homes and blocking residential driveways or
limiting visibility for residents entering or exiting their driveways.

On October 8, 2008 the Traffic Commission approved the establishment of a Parking Restriction
on the south side of Groby from Old Bonhomme Rd. to Tulane Ave. The “No Golf Course
Parking” restriction at all times was approved for a period of 12 months.

options:
On October 29, 2009, a letter to residents was sent to receive input on the following

Keep the Current Restrictions
1. . Make the parking restrictions permanent with any
revisions as needed (for example, establish different restricted hours);
Provide Residents with Parking Permit Stickers.
2. Establish a Residential Only Parking
permit system. At least 75% of the property owners in each block would need to agree to
this approach. Residents would be provided permit stickers to display in each of their
cars; or,
Remove the “No Golf Course Parking” Restriction.
3. Permanently remove the “No Golf
Course Parking” restriction, remove the signs and allow parking.

This item may be discussed in the next Traffic Commission meeting scheduled for December 9,
2009.

Request to remove parking restriction on south side of Forsyth Blvd
6. FYI-

On October 26, 2009, Council member Wagner and Crow met with Public Works Staff to clarify
the scope of the removal of the rush hour parking restriction along Forsyth Blvd.

It was agreed that the Traffic Commission approved the removal of the parking restriction for only
the portion on Forsyth Blvd from Big Bend Blvd to Asbury Ave. in their September 9, 2009
meeting.

Also, after council members’ recommendation to remove the parking restriction in the remaining
portion of Forsyth Blvd between Asbury Ave and DelLin Dr., Public Works will send notices to
residents at the 7200 and 7300 blocks of Forsyth in the south side, to require their input since
they will be directly affected. The results of the survey will be presented at the next Traffic
Commission meeting set for December 9, 2009.

Cc: Evelyn Benford, Director of Public Works
Major Ernest Green, University City Police Department
Arthur Sharpe, Jr., Council Liaison
Traffic Commission Agenda – November 4, 2009, Page 3
