Please call
(314)505-8568 to confirm your attendance.

AGENDA FOR THE MEETING

1. Temporary Parking Restriction on Groby Road

On October 8, 2008, the University City Traffic Commission temporarily approved the
establishment of a parking restriction on the south side of Groby from Old Bonhomme Rd. to
Tulane Avenue to prohibit Ruth Park Golf Course patrons from parking in front of residents’
homes. The restriction was to be evaluated after a 12-month trial period and a recommendation
made to the City Council on whether to make the restriction permanent or implement another
approach.

On October 29, 2009 the University City Public Works Department presented the adjacent
residents with three options:

Keep the Current Restrictions
1. . Make the parking restrictions permanent with any
revisions as needed (for example, establish different restricted hours);
Provide Residents with Parking Permit Stickers.
2. Establish a Residential Only Parking
permit system. At least 75% of the property owners in each block would need to agree to
this approach. Residents would be provided permit stickers to display in each of their
cars; or,
Remove the “No Golf Course Parking” Restriction.
3. Permanently remove the “No Golf
Course Parking” restriction, remove the signs and allow parking.

By November 13, 2009 the residents let us know their opinion regarding the effectiveness of the
current restriction and their preference on how the City should proceed. The results are as
follows:

From a total of eight (8) properties, five (5) responses were received (62.5%) stating that the
parking restrictions are effective. Four of them (50%) voted for keeping the parking restriction
on Groby permanently and one of them (12.5%) voted for the implementation of a residential
parking permit system. The other three (3) did not respond one way or the other.

We are presenting this information to the traffic commission for their review and subsequent
recommendation to the City Council, which may thereafter take the appropriate action.

Public Works invited all residents on the south side of Groby from Old Bonhomme Rd. to Tulane
Avenue to attend the meeting.

Traffic Commission Agenda – December 9, 2009, Page 1
